Initial Site-Specific De-Inventory Report for Big Rock Point Report No.: RPT-3014537-002

This unit was moved to Gaylord because it could not be cleared from the closest rail siding in Petoskey due to the dimensions, weight, and type of rail car being used for the shipment, per information provided by MHF personnel who handled these dimensional shipments. For this study, it was assumed the cask weighs 320,000 lbs. (including the skid) and is 29 ft. long x 12 ft. wide x 13 ft. high (from base of skid). The second large component to move from BRP was the steam drum, which moved in 2006 from the site via truck approximately 12.7 miles to Petoskey, MI, where it was transloaded onto a rail car on the GLC. This unit weighed 200,000 lbs. and was 41 ft. long x 10 ft. diameter. Due to its dimensions, there was no requirement to use the diversion route since the unit, when loaded on the trailer, could clear the height obstruction of the abandoned railroad bridge. Based on experience and the fact that permits were issued for these previous truckload movements over these routes, makes it likely that future permits would also be granted to move components with smaller dimensions and lighter weights than the reactor vessel (565,000 lbs.). There may be some restrictions on movement from the site based on weather (winter and summer roads), frost laws, and tourist activity in the surrounding busy seasonal vacation spot. Official road surveys of all existing on-site roads would be required to assess the capabilities to transport the casks from the ISFSI transfer point to the exit from the plant onto road US Route 31 for transport to the rail transload facility and also to the on-site barge area, if barge is being considered. See Table 3-1 which lists the closest rail track to BRP.
