concerns are involved when passenger trains are in the route. Some of these routes do include passenger service. Amtrak operates in Grand Rapids. GLC is developing passenger/commuter trains from Ann Arbor to Traverse City, MI and four trains between Howell and Ann Arbor, MI. No Amtrak trains move over the CN corridor at this time. 3.2 Rail Access Locations Big Rock Point is not currently rail-served. Originally, the plant was rail-served when it was being built in the early 1960s, but the switch and track were removed in 1988 [19] . In fact, during construction the reactor vessel arrived by rail on February 8, 1962. See photo in Figure 3-3 and railroad map in Figure 3-4. It may be possible to reinstall the track and switch; however, the cost to do so would be prohibitive considering the small amount of material which is left to remove from the site and vegetation would have reclaimed the former track bed since the track was removed over 29 years ago. For example, the estimated cost for a private 2015 track building and installation project where little to no grading was required to install the new track was $28M to $30M for approximately 20 miles of track. This estimate included engineering, minimal grading along the roadbed, material, and construction costs. No costs were included for right-of-way land purchases, environmental impact studies, grade separation for bridges, crossings, wye connections, or other signals. The estimate is based on a straightforward track installation. Specific requirements and costs would be determined in the formal survey. Since the site is no longer rail-served, the closest railroad sidings to BRP were identified and are shown in Table 3-2. The closest rail siding is located approximately 12.7 miles from BRP, in Petoskey, MI on the GLC which is a Class II Regional Carrier. It is the largest regional carrier operating in Michigan and controls approximately 400 miles of track.
