There are several reasons to truck first to a Class II carrier and rail to the Class I carrier rather than trucking directly to a Class I carrier including:  It is too far and costly to truck from BRP to the Class I carriers. The longer truck haul increases the idle time of the on-site and transload site crews and crane at the rail transload facility and increases transit time. Trucking to the closest Class II rail track from BRP enhances the overall productivity and efficiency of the loading operation and provides an opportunity for faster evolutions from the site to the transload track.  Truck movement from the site to the closest Class I property involves passing several available Class II railroads, increasing the length of the truck haul, affecting the turns per day of the truck asset, and involves a rail movement over Amtrak passenger lines. Some of the Class I carriers have Amtrak trains operating over the rail lines which means more safeguards are required and windows for hazmat freight trains may be limited.  It may also require a safe haven stop overnight in accordance with Michigan DOT dimensional truck permit requirements. Additional equipment and costs are accrued with longer truck hauls.
