 Shippers are prohibited from transloading this commodity on Class I property today.  Additional exposure to public on longer haul truck routes. The following discussions provide additional information on three of the rail sidings identified in Tables 3-1 and 3-2. 3.2.1 BRP - Railroad Sidings for Rail Transloading Facility 1) Closest Loading Siding - Petoskey, MI on GLC  Shortest truck route from the site to a siding: 12.7 miles.  Short truck transit time from site to Petoskey transload siding. Transit is estimated to be one half day or less to travel this distance.  A formal road survey from the site to the rail transload facility would be required.  The only obstruction on the truck route from the site to the rail siding is a low abandoned railroad bridge which creates a height restriction of 14 ft. 0 in. on the road beneath it. This still leaves 2 ft. vertical clearance between the roadbed and the bottom of the bridge. At the time of movement, a physical survey will confirm the clearance on the specific trailer. No clearance issue is expected if moved on a goldhofer. There is an alternate route that allows the truck to go around the bridge. This route has been approved in the past for outbound truck shipments from the site to the rail siding and is referred to herein as “the diversion route.”  A Petoskey (1) track is a straight track with enough room for operations, but a survey of the rail and ground conditions at the site would need to be conducted to determine any needed repair (see Figure 3-5).  From satellite photos, it appears there is limited room to erect a temporary steel building which would provide for greater security and inside loading where operations would not be visible to the public and possible intruders. However, a survey of the area would be required to confirm all currently available sites.  The property is not located on or adjacent to U.S. Navigable Waterways, but to ensure additional security, we recommend Marine Transport Security Act (MTSA) requirements apply to the rail transloading facility.  This siding is also located on a Class II Regional carrier (GLC) that has direct connections with two Class I carriers over different interchanges in: Durand, MI (CN) and Annpere (CSX), just outside Howell, MI.  In addition, there is one other interchange with a Class II carrier, which provides access to an alternate Class I railroad (NS) via the Ann Arbor Railroad (AA) in Ann Arbor, MI (involves 2 short lines in the route to reach the Class I carrier).  From Petoskey using the GLC, the outbound loaded train would move southeast to Durand, MI, where it will be interchanged with the CN, which is the first Class I railroad which connects with the GLC (geographically). This route has only one carrier on it before interchange with the Class I carrier.
