As shown in Figure 5-13 and Table 5-9, the routes with the highest ratings (based on average weighting method) are: HHT from the BRP ISFSI to transload along Clarion Avenue (Option 1) in Petoskey, MI and rail (on GLC) via interchange in Durand, MI (to CN) to GCUS; HHT from the BRP ISFSI to transload along Washington Street (Option 1) in Petoskey, MI and rail (on GLC) via interchange in Durand, MI (to CN) to GCUS; HHT from the BRP ISFSI to transload along Clarion Avenue (Option 2) in Petoskey, MI and rail (on GLC) via interchange to CSX in Annpere, MI (near Howell, MI) to GCUS; and HHT from the BRP ISFSI to transload along Washington Street (Option 2) in Petoskey, MI and rail (on GLC) via interchange in Annpere, MI near Howell, MI (to CSX) to GCUS. These four routes scored within ~0.7% of one another (an almost indistguishable difference) and just slightly greater the next two routes. The route with the least favored rating (based on average weighting method) is the barge route to a transload facility in the Milwaukee, WI area. These slight differences between the top routes indicate that there are multiple viable and closely aligned routes from the BRP ISFSI and an actual selection will depend on the conditions of these routes and transload sites when the time to ship grows near. Figure 5-14 shows the impact each tangible metric had on the overall scoring of each route. There is no single dominant metric identified in this figure. However, the more favored routes did appear to benefit from higher scores associated in most categories, excepting the metric related to average accident frequency. Some significant differences in the scores are related to
