Normal conditions that a SNF transport package must be able to withstand include hot and cold environments, changes in pressure, vibration, water spray, impact, puncture and compression. To show that it can withstand potential accident conditions, a package must pass impact, puncture, fire and water immersion tests. Transportation packages must survive these tests in sequence, including a 30-foot drop onto a rigid surface followed by a fully-engulfing fire of 1475 degrees Fahrenheit for 30 minutes. The test sequence encompasses more than 99 percent of vehicle accidents. The NRC reviews each package design to confirm that it meets the required conditions. Before a package can be used to transport spent fuel, the NRC must issue an approval certificate. Coordination with Mode of Transport This section provides a description of activities necessary to coordinate with the site owners. The actions necessary to prepare for and remove the SNF and GTCC LLW from the BRP decommissioned site are listed as tasks in Table 6-1. These identified actions assume that DOE or another management and disposal organization would be responsible for shipping and operating a pilot interim storage or repository facility. These may differ if a private entity were responsible for shipping and operations functions of a pilot interim storage or repository facility. Based on these tasks, the characteristics of the site’s inventories of SNF and GTCC LLW, the onsite conditions, the near-site transportation infrastructure and experience, time sequences of activities, and time durations were developed to prepare for and remove the SNF and GTCC LLW from the BRP decommissioned site. Assemble management teams, identify shutdown site existing infrastructure, constraints, and transportation resource needs and develop interface procedures. Develop specifications, solicit bids, issue contracts, and initiate preparations for shipping campaigns. Includes procurement of transportation casks and revisions to CoC as may be needed, procurement of AAR Standard S-2043 railcars, and procurement of off-site transportation services. Determine fleet size, transport requirements, and modes of transport for shutdown site. Assess and select routes and modes of transport and support training of transportation emergency response personnel. Develop plans, policies, and procedures for at-site operational interfaces and acceptance, support operations, and in-transit security operations.
