Description of Activities Necessary to Coordinate with Transload Site Railroad: Meeting with the railroad approximately 6 months prior to beginning the loading operation (this time depends on the railroad company, the variance between the clearance window and the loaded dimensions, etc.) would allow for coordinating and planning with the railroad to set expectations for service level requirements and crew staffing. Special considerations and possibly budget concerns would need to be addressed by the railroad to ensure it has the available crews to run a dedicated train. Knowing how many trains will be handled and with what frequency will be important to a short line railroad. Other items to discuss would be security requirements for the crew entering the site, describing the intended operations, planning for the placement, inspection of the loaded train, and all other operations including establishing the railroad’s requirements for pulling the released train and obtaining the transit schedule for delivery to the interchange with CN in Durand, MI. When trains are shipped, the railroad requires certain actions be performed by the shipper in lieu of the railroad performing those duties. This results in faster transit times and lower rates for the shipper and a more productive operation for the railroad. Develop safety and security plan for the rail transload site and notify serving carrier, GLC, of the plan in place and provide a contact name and number for the site. Provide proper notification that the Clarion Avenue transload site in Petoskey, MI will be designated as a "rail secure area.” Although not required, it should be planned to institute the same precautions and planning as used in TIH/PIH handling and reporting for added measure of security at the rail transloading site. This indicates the seriousness of operations planning by the shipper in providing additional protection and more stringent control over the cargo while it is being loaded and awaiting the railroad to pull the train. The mention of current safety and security measures for the site should be communicated with the railroad so it is aware of special considerations and operating procedures in case they have no familiarity with these requirements: o Note and discuss safety features that will be added to the site: fence, lights, defined perimeter, etc. o Discuss requirements of crew entry into the site (TWIC cards, training, etc.). o Discuss manned interchanges with the railroad. o Discuss normal times of operation for the short line so schedules can be coordinated for release of the loaded train. o Open communication with all rail carriers in the route to ensure a smooth transition at each interchange point. o Determine if short line has a railroad police force and request enhanced patrol during the active loading operations. o Hold initial meetings with the local trainmaster and safety manager to discuss intended operations and parameters for operations, even though the transload is taking place on a private and secure site. o Communicate and provide information that verifies all requirements have been exceeded for the intended site and operations.
