Description of Activities Necessary to Coordinate with Class I Railroad(s) for Interchange of the Loaded Train:  Determine if railroad police will be present during the manned interchange and any other stops along the route on the way to destination. They can provide extra observation in rail yards to deter rail fans, which typically "chase" dimensional shipments along the rail route and other trespassers in the yards.  Hold initial meetings with the Class I carrier to explain the movement, provide estimated number of trains to ship and expected schedule, discuss the dedicated train requirement, and begin rate negotiations for the trains.  Communicate and provide information that verifies all requirements have been exceeded for the intended site and operations. 6.1.2 Operational Readiness Prior to the performance of an Operational Readiness Review and Assessment, the assembled de- inventory project team is required to be trained and competence confirmed in all required planned site operations and contingencies. All equipment would have been delivered, assembled, and proper operation verified. Required procedures and project instructions would have been approved and issued. When all preliminary activities have been completed, the Operational Readiness Review and Assessment would be performed. This is a process used to verify facility, equipment, processes, procedures, and other critical activities have been planned and executed safely. It also ensures that the project team and procedures are in compliance with the applicable regulations, permits, authorizations, and agreements that are in effect for the shipment to meet regulatory, contract, and stakeholder requirements prior to commencing operations as part of a de-inventory of the BRP ISFSI. The following subsection will discuss the operational readiness required to ensure operations at BRP are ready to commence and can be performed in a safe and regulatory compliant manner. Operations management would ensure readiness from a quality, safety, and operational perspective. Management assessments of these processes would determine readiness. This assessment would include verification of the roles and responsibilities between the different organizations involved with and performing the work. Communications between the stakeholders, review and approval of procedures, and interfacing with regulators must occur to ensure the processes to execute work have been reviewed and all agree on readiness to start work. Based on the preface for these reports, any DOE shipments would be subject to the same requirements as any other commercial shipper of SNF, NRC would be involved in the initial routing approval and those approved routes would be in place and valid for 5 and 7 years as indicated and described above. Once route approval is granted (e.g., by the NRC), notification would be provided prior to each shipment since the campaign is longer in duration than one train movement. Operational dry runs with a W74 mock up to perform the TS125 loading operation should be conducted at the BRP site. Due to a lack of an empty W150 storage cask and W74 canister on site, it would be impractical to perform a full dry run of the W74 canister unloading from a W150 storage cask process. However, the actual equipment can be properly positioned and manipulated up to the point of actually withdrawing a W74 to confirm procedures, training and equipment interfaces, fit-up and function.
