lowered, operations will secure the skid to the trailer and disconnect and store the rigging/ horizontal lift fixture. Additional surveys will be conducted as part of the process to verify that the radiation and contamination levels are acceptable in preparation for shipment. Once the appropriate inspections and leak tests have been completed and the results verified and judged acceptable, as specified by the transportation cask SAR, and additional radiation and contamination surveys are successfully completed, the transportation cask will be ready to complete the final DOT/NRC shipment preparations for transport. 6.1.4 Transport Operations On-site HHT Transport to the Rail Transload Facility Note: Any heavy haul dray on private property from the ISFSI to the road to exit the site will not require a DOT permit from the State of Michigan for equipment inspections or formal road surveys or permits for the truck movement while on the site. However, a 10 CFR 72.48 evaluation of the safety of these on-site movements may be required, if not already addressed. Once the unit is loaded onto the trailer at the ISFSI (Step 1 in Figure 6-6), it will be secured by the truck driver and his team. State DOT officials would be contacted to inspect the loaded truck, which includes measurement and weight of the loaded truck, to ensure it is loaded within the pre- approved parameters of the truck permit. Prior to any transportation operation, a pre-job briefing with the operations staff, including security escorts and staff that will be tracking the shipment, will be performed. This briefing will be conducted to review procedures, verify training of staff, discuss any safety/quality-related concerns and practices, and verify adequate resources are available to support the activity, including verification that prerequisite conditions are met. This would include, but not be limited to: completion of all transportation cask inspections and testing, routes having been inspected and approved, and receipt of management approval to perform the shipment. Once the briefings have been completed and approval for shipment obtained, the transportation team would be assembled and staged as directed by the transportation supervisor. The applicable transportation-related paperwork would be given to the driver(s), a communication check would be performed with the transportation team and the Movement Control Center, and other stakeholders as necessary. Verification would be obtained that the rail transloading site is ready to receive the shipment. The shipment would be released and conducted as directed by the Transportation Supervisor and procedure. The loaded and secured HHT will proceed with the security team in position onsite for movement once the State Police escorts arrive. Then the loaded and secured HHT will proceed from the site to the rail siding in accordance with the truck permit. In conjunction with 49CFR174.715 “Cleanliness of Transport Vehicles,” each HHT and trailer used for transporting the overpacks must be surveyed with appropriate radiation detection instruments after each campaign to demonstrate acceptable levels of radioactivity. No vehicle may be returned to service until it has a surface reading of equal to or less than 0.005 mSv, as defined in 49CFR173.443.
