6.2 Resource Requirements / Staffing The following is a list of resources needed to support the de-inventory activities and the roles and

responsibilities of each: 6.2.1 Site Operations

Site management will consist of, as a minimum, a facility manager and operations supervisor. Responsibility of the management team will ensure the site operations are conducted in a safe and compliant manner based on regulations and procedures. The management team will interface with multiple organizations including Safety, Quality, Crafts, and other stakeholders. Safety will be responsible to work with management and the operations staff to ensure controls are in place to protect the worker and the environment. This will include industrial and radiological safety. This organization will also have a limited role in interface with local law enforcement and event responders and organizations. Quality will be responsible to ensure the requirements of the Quality Assurance (QA) Program (QAP) are managed and met. This activity will include interfacing with the operations to implement quality in the operations activities. This will include staff to perform Non-Destructive Equipment (NDE) inspections on the transportation cask and associated hardware and equipment, supporting documentation and resolution of non-conforming items, working with operations in ensuring any equipment or components required that are safety related are purchased and managed as required by the QAP. The quality organization will work with the management team and operations. Document control will be responsible to management to ensure documents and records are controlled, managed, and stored as required by regulation and procedures. This would include procedure management, records retention, Regulations management and control of other records according to procedure and the QAP. The role of security and security escorts is to ensure the physical protection of the fuel at the site and during transportation operations by ensuring controlled access to the site and rail transloading facility. Security will interface with the management team, Safety, and the stakeholders. Crafts utilized at the facility could be union or non-union depending on the state. The crafts will report to the operations supervisor and will be responsible for execution of activities associated with transfer of a canister to the transportation cask and other activities at the facility such maintenance. Crafts will also interface with the Safety and Quality organizations to ensure operational activities are performed in a safe manner. Operations support would include engineering, licensing, compliance, administrative, or other entity that may be needed to support activities but may not be located at the site transload facility or rail transload facility. 6.2.2 Transportation Operations - Road Transport Transportation supervision will be responsible for ensuring the transportation activity (shipment from the site to the rail transload facility) is accomplished safely, and in accordance with procedures, regulations, and state issued road permits.
