management and will interface with Crafts, Quality, Safety, the Movement Control Center, Security, the rail transload facility manager, and other parties involved in the shipment. Equipment operators, driver(s) and technicians are trained and qualified in safe operation of the truck/trailer for moving the loaded fuel canister from the onsite transfer/loading facility to the rail transload facility. This includes all normal safety procedures for an over-the-road high, wide and heavy shipment, including inspections and testing of equipment to ensure the truck and trailer are in safe operating configuration and condition. Road and weather conditions will be monitored to certify conditions are suitable for transport. The driver will report directly to the Transport Supervisor and will interface with Crafts, Safety, Movement Control Center, Security, the Transload Facility Manager, and other parties involved in the shipment. Transportation Security is responsible for providing armed security and escort services during transport of the load from the site transfer facility to the rail transfer facility. Upon arrival and approved entry to the rail transload facility, there will be a hand-off from the Transport Security Team to the Transload Security Team. Chain of custody rules and requirements will apply and both teams will document the manned hand-off of the transportation casks from the truck transport team to the Rail Transload Security Team. U.S. NRC security requirements are addressed in NUREG-0561 Physical Protection of Shipments of Irradiated Reactor Fuel [40] . As stated in the NRC regulations, security escorts may be provided by state or local law enforcement personnel or may be subcontracted to privately trained and qualified personnel. Security will be responsible for maintaining shipping logs constant communication with one another, visual contact with the loaded transportation cask and for communications with the Movement Control Center. The Transport Security Team used during road transport will be responsible to the Transport Supervisor during normal modes of transport but the role may change during an event if the security of the load is in question in accordance with the Emergency Response Plan (ERP) and Procedures. The security escorts will interface with Crafts, Quality, Safety, Movement Control Center, Security Team in alternate vehicles, Transload Facility Manager, and other parties involved in the shipment. Note: armed security escorts will be in addition to private truck escorts and required State Police escorts which are performing separate and distinct duties from one another and are required as a condition of the State road permits for superloads in Michigan. Movement control center will be responsible for 24-hour shipment tracking, logging shipment activities, communication with the transport team, specifically the Transportation Supervisor and Security Teams. Additionally, the Response Team will interface with multiple stakeholders in the event of a transportation incident including event responses, management, and communication with other stakeholders. Support personnel would include administrative staff positions involved in permitting, logistics or other entities that may be needed to support a transportation activity but may not be located at the origin facility. 6.2.3 Rail Transload Facility Operations The Operations Supervision is responsible for ensuring the transload from the trailer to the railcar is accomplished safely and in accordance with all safety regulations, including but not limited to OSHA, FRA, and individual railroad policies. Those supervisor(s) will report to Site
