Management and will interface with Crafts, Quality, Safety, Movement Control Center, Security, and other parties involved in the shipment. Additionally, the Rail Transload Supervisor will interface with local railroad personnel to order the train for placement, request inspections of the loaded train, and provide proper release and billing information to the railroad. The role of security is to ensure the physical protection of the fuel at the rail transload facility during operations, ensuring controlled access to the area, and performance of any security checks (background) for staff at the facility. Security will interface with the management team, Safety, and other stakeholders. Security will also maintain logs and document Chain-of-Custody for all manned interchange and physical hand-offs between the site and the rail transload facility. Crafts utilized at the facility could be union or non-union because Michigan is a Right-to-Work State. If the operation is on private property non-union crafts can be used. Conditions at the time the rail transload facility is established will need to be evaluated to determine the appropriate decision for union vs. non-union labor, including benefits of a trained permanent crew accustomed to working together as a unit, with specialized knowledge, familiarity of railroad operations and rules for working in or around railroad yards, AAR rules for securement, and comfortableness of working around hazardous commodities. The crafts will report to the Transload Facility Manager who will have the overall responsibility for all transload operations, including execution of activities associated with the transfer of the transportation cask from the trailer to the rail car, securing the skid to the rail car, requesting and attending the railroad inspection of the loaded train, conducting the air brake test on the train, and providing the proper release information to the railroad for the train movement. In addition, the Transload Facility Manager is responsible for various other activities at the transload facility such as maintenance of the crane, maintenance of machines and assuring consumables are replaced as needed. Crafts will also interface with the Safety and Quality organizations to ensure operational activities are performed in a safe manner. Movement control center is responsible for 24-hour shipment tracking, logging shipment activities, and communication with the transport team, specifically the Transportation Superior and Security Team. Additionally, the Response team will interface with multiple stakeholders during a transportation event including event responses, management, and other stakeholders. Quality is responsible for ensuring the requirements of the quality program are managed and satisfied. This activity will include interfacing with the operations to implement quality in the operations activities. This will include staff to perform NDE inspections on the transportation cask and associated hardware and equipment, supporting documentation and resolution of non- conforming items, working with operations in ensuring any equipment or components required that are safety related are purchased and managed as required by the QAP. The Quality organization will work with the management team and operations.
