As noted above, the purpose of the ERP is to establish notification and response guidance in the event of a reportable transportation incident involving an HHT, rail, or barge shipment that is transporting hazardous material. The plan is compiled in compliance with 49CFR 172.600 and other federal, state, and local requirements and regulations and is intended to provide direction by identifying immediate measures to contain the situation and ensure safety and security until the LLEA and emergency response professionals arrive on the scene. The emergency response procedures apply to persons who offer, accept, transfer, or otherwise handle HAZMAT during transportation. In this case, the procedures will apply to site operations at BRP on-site HHT transport from the site to Petoskey, MI, all transfer operations conducted at BRP to transfer the overpacks from the ISFSI to the on-site HHT and from the on-site HHT to the rail car, and movement then by rail via Durand, MI to the final destination. The security personnel accompanying the train will remain with the train for the entire movement (i.e., from the ISFSI to the onsite rail siding to delivery at the final destination, either an interim storage facility or a repository). Each entity involved in each facet of the transportation operation will develop and provide its own ERP and procedures. The plan will be disseminated to the appropriate employees and the information will become part of the overall ERP for the licensee. Each entity on the project will have separate and individual ERPs, but they will be coordinated for the project to delineate hand- off procedures (interfaces) to clearly define responsibilities for each phase and participant. All shared information concerning safety, security, and emergency response is governed by 10CFR71.11.
