The highest ranked means for transporting the SNF and GTCC LLW from BRP travels by HHT from the BRP site nearly due east along Lake Michigan to a potential transload site along Clarion Avenue in Petoskey, MI where it is loaded onto rail cars and then travels by dedicated train on GLC south to Durand, MI. This is the interchange point between the Class II carrier (GLC) and the Class I carrier, CN. Once interchanged, the train will proceed to the hypothetical destination near the GCUS. Since the site is also located on a U.S. waterway, MTSA requirements will apply to the site. If an MTSA plan is still in existence for the site, it will include the Safety and Security Plan and the ERP, including measures that consider movements of HAZMAT at this site. However, there have been no barging activities since decommissioning, so these plans (if still in existence), should be updated to account for additional security and emergency response concerns associated with the SNF and GTCC LLW shipments and should fully encompass the new activities described in the concept of operations in Section 6.0. The USCG will have the responsibility to review and approve the MTSA plan for operations conducted on the BRP property, including at the ISFSI and on-site rail transload location for the outbound movement of the overpacks to the onsite rail spur. The COTP in Charlevoix, MI will be involved in the assessment and approval of the plans. This may include establishing a barrier or security zone around BRP, while the on-site HHT to rail transloading operations are conducted.
