One step closer to the budget

Barton. “We have a lot to get through.” Although the policing costs were not discussed in Monday’s budget meeting, there was plenty of discussion about other components of the budget including new street lights, a new truck for by-law officer Jacques Gauthier, a new community centre in L’Orignal, and town hall renovations. One of the big topics of the evening was getting a new vehicle for the by-law officer. Gauthier currently uses his own vehicle to perform work-related tasks and no longer wants to do so. “Employees shouldn’t

be using their own vehicles for work like this,” said Mayor Barton. “We shouldn’t be expecting them to do that.”The vehicle in the budget was estimated at $30,000; however, discussion brought the estimate down to $20,000. Another hot topic was the need for a front end-loader for the Public Works Department. PublicWorks is currently using a quite old loader, and is renting another newer model. The discussion brought about recommending selling the old loader, purchasing the one that is currently being

rented, and renting another one. Council decided to put $25,000 aside this year to go toward the purchase of a front end loader at a later date. Public Works had a few more worthy projects that need serious attention, including water and sewer projects. Studies must be done in regard to the current system being able to manage new developments coming to the area. Water meters are in need of replacement, and the water tower is in need of some attention. L’Orignal has a fairly newwater treatment facility, and Vankleek Hill will soon require one as well. Council decided a standpipe water rehabilitation project should be first on the list. “I’mconcerned about the inside of the L’Orignal Tower,” said Public Works director James McMahon. “I’d be looking at putting our money into the tower. We could have adverse water issues if we don’t.”Mayor Barton agreed with the assessment. Salaries, daycare, and Parks and Recreations were also discussed, as well as ways to reduce the tax increase for this year. At this point, Champlain taxpayers are looking at a 4.62 per cent increase. However, nothing is finalized yet.There are still some decisions to bemade and some discussions to be had. The next regular council meeting will be onWednesday, February 10 at 7 p.m. There will be some discussion on the budget at that meeting.

Mailboxes are often hard hit in the winter months. An excerpt from Schedule D (item 13) of By- Law 2011-59, being a by-law to establish road maintenance standards and road classifications for highways within the jurisdiction of the Township of Champlain regarding mailboxes, states the Township is not responsible for damaged to mailboxes made by snow ploughs. During winter operations, snow ploughing vehicles or the pushing of snow may result in the damage of mailboxes located on municipal roads. Mailboxes are considered an obstruction on municipal roads and are permitted as a convenience since Canada Post rural delivery service will not enter within private driveways. As such, the Township of Champlain Road Department employees and contractors will attempt to avoid any destruction or damages to private mailboxes. However, the Township will not be responsible for the replacement, installation, or reimbursement of costs for damages to mailboxes. Residents are advised to ensure the proper location and rigid construction of their mailboxes to avoid any inconvenience. – Diane Hunter
