City Appoints Chris Fine as Next City Manager

The City of Miamisburg has officially appointed Chris Fine as the new city manager, making him the city’s 8th city manager. Miamisburg Mayor Michelle Collins said Fine emerged as the leading candidate after a lengthy nationwide search. “We are thrilled to announce Chris Fine as our next city manager,” said Miamisburg Mayor Michelle Collins. “His experience and dedication to public service will be invaluable as we continue to grow and develop our community,” said Collins. “After conducting a comprehensive national search to find the very best city manager to lead the City of Miamisburg into the future, we are proud to say that we have accomplished our mission and didn’t have to look too far, ” said Mayor Michelle Collins. Fine has more than two decades of experience in public service, including positions as development director for the City of Miamisburg since 2011. He held the position of acting development director from 2009 to 2011. Fine began his career with the City of Miamisburg in 2004 as a city planner. Prior to Miamisburg, he worked as a city planner for the City of Dayton for four years. A native of Troy, OH, Fine holds a degree in Urban Planning from the University of Cincinnati.

“I am extremely grateful for this opportunity and I appreciate the trust that the City Council has in me to take the role of Miamisburg’s next city manager,” said Chris Fine. “For more than 20 years, I’ve observed many positive transformations in our community and I’m excited to lead the organization as we keep working to make Miamisburg one of the finest cities in the Dayton area,” Fine added. Management Advisory Group (MAG) was hired by the city to do a national city manager search. The process kicked off last summer with a total of 19 candidates for the position, four of those were internal. MAG is a local government consulting firm based in Westerville, OH.

Fine will succeed Keith Johnson, who is retiring after 32 years of service in the city, including the last 17 years as city manager. Fine is set to assume the role of city manager on January 1, 2026.

Construction Update: Sycamore Trails Aquatic Center

Exciting progress is underway at the Sycamore Trails Aquatic Center site as construction crews continue working on the transformation of this highly anticipated community destination. While the project is advancing steadily, the timeline for opening will depend on both weather and construction progress. At this point, our goal remains to welcome the community by mid-summer 2026. Exact opening dates and available features will be shared closer to completion as progress allows. When complete, the new aquatic complex will complete the Sycamore Trails property and feature:

• A large main pool with plenty of room for swimming, lounging, and community use. This pool includes a zero-depth entry, several floatable/climbable elements for the kids to enjoy, a dedicated in-water basketball/volleyball ‘court,’ and 3 new slides! • A spacious 8-lane lap pool, with diving board and zip- line. Whether you’re a swimmer training for endurance, a kid joining the swim team, or simply someone who enjoys a calm lane for exercise, the lap pool has something for everyone! • A 3-lane exercise pool that is designed with flexibility in mind. It will host water fitness classes, provide space for aquatic therapy, and serve as a versatile option for swimmers who want a balance of recreation and exercise. Its accessible depth and design make it a valuable addition for people of all ages.

• T he kiddie pool will feature a gentle, zero-depth entry perfect for introducing toddlers and young children to the water. With safe play structures and plenty of shallow space, it will give parents peace of mind while little ones discover the fun of swimming. • R ounding out the complex is the splash pad, which opened in 2023, which features fountains, sprayers, and interactive water features. It’s the ultimate spot for carefree play, cooling off on a hot day, and family fun without needing to dive into deeper water. • E xpanded deck space and shaded areas for relaxation and comfort. • U pgraded support facilities including new bathhouses and concessions to enhance the overall experience.

This new facility will be more than a place to swim—it will be a destination where neighbors gather, families make memories and community spirit thrives. We’re grateful for your patience and support as construction continues, and we look forward to unveiling a pool complex that will serve residents for many years to come!

New Columbarium at Hillgrove Union Cemetery

Hillgrove Union Cemetery has added a new columbarium to provide families with another meaningful option for memorializing loved ones. The columbarium offers a dignified and lasting place for the inurnment of cremated remains, serving the needs of the community today and for generations to come.

This addition reflects the Cemetery’s ongoing commitment to preserving the beauty and history of Hillgrove while ensuring families have modern choices for remembrance. Each new vault cost $1,750. For more information, call the cemetery at (937) 866-2263.

Spurlock Appointed Clerk of Council

Mayor Michelle Collins announced the appointment of Shelby Spurlock as Miamisburg’s new Clerk of Council. City Council unanimously approved Spurlock’s selection at its regular meeting September 15. Spurlock serves as the Programs and Community Center Supervisor for Miamisburg Parks and Recreation, where she has devoted the last eight years to improving community engagement and programming. A lifelong resident of the Dayton area, Shelby offers profound local knowledge and a strong dedication to this community.

In addition to her daily duties, Shelby also acts as the secretary for both the Parks and Recreation Advisory Board and the Miamisburg Community Foundation, displaying her continuous commitment to public service and civic engagement. “We have confidence that Shelby (Spurlock) will continue to serve and provide exceptional public service to this city.” according to City Council. Prior to her role with the City of Miamisburg, Shelby spent three years at Marsh McLennan Agency as an Account Assistant. Shelby earned a Bachelor of Science in Psychology from Wright State University and she applies a thoughtful, people- oriented approach to her work in the public sector. Shelby and her husband, Paul, currently live in Washington Township and take pride in enhancing the vibrancy of the region she has always called home.

Riverview Avenue Roadway Improvement Project is Complete

The one-mile stretch of South Riverview Avenue roadwork is complete after being closed for over a year. This section, located between Linden Avenue and Curtis Drive, was part of the City of Miamisburg’s $3.4 million Riverview Avenue Roadway Improvement Project. The work included installing a new 18-inch water transmission main and reconstructing the two-lane road with a fresh asphalt surface, along with several other enhancements. “These significant project sidewalk, curb, gutter and storm pipe improvements now provide pedestrian connectivity, improved drainage and an aesthetically pleasing paved corridor with a much smoother ride,” said City Engineer Bob Stanley. “I would like to thank the residents in and around the Riverview Avenue project area for their cooperation and patience as our team built the project over the past year.” This project was approved in the city’s capital improvement plan budget for 2024 and includes American Rescue Plan Act (ARPA) federal funding.

How to Report a Pothole or Water Main Break

As winter approaches, temperatures begin to fall, possibly leading to potholes and water main breaks. If you notice a pothole, please contact the Public Works Department at (937) 847-6635 or you may complete a Report a Pothole form available on our website at www.cityofmiamisburg.com. Be sure to provide your name, email address, phone number and a brief description that includes a nearby address. Regarding water main breaks, you can report these incidents by calling (937) 847-6635 during business hours or call (937) 225-HELP after hours. Additionally, you can stay informed about any boil advisories and what to do in the event of one by visiting www.cityofmiamisburg.com/boil-water-advisories.

A Friendly Reminder: New Rules for Trash Container Placement

Keeping Miamisburg clean and inviting is something we can all take pride in. To assist with this, the City Council has updated the guidelines regarding when and where trash containers can be set out for collection. These updates aim to ensure neighborhoods look their best while making trash pickup as easy as possible. Here’s what you need to know: •  When to set out: Trash containers can be placed at the curb no more than 24 hours before your scheduled pickup day and must be ready by 7 a.m. on collection day. •  When to bring in: Containers must be removed within 24 hours after pickup. •  Where to store: Between collection days, containers cannot be stored in the front yard or left in the public right-of-way. Please store them neatly on the side or back of your property.

•  Multi-unit buildings: For buildings with four or more units, the City can require centralized trash collection facilities (like a shared dumpster) if individual containers continually create clutter or impact the neighborhood’s appearance. •  Penalties: Not following these rules could lead to a citation from the city and a reinspection fee of $100 for non-compliance. These simple steps will significantly help in keeping our community looking neat and appealing to everyone. Thank you for doing your part to keep Miamisburg beautiful!

Miamisburg Hires Five New Police Officers

The City of Miamisburg swore in five new police officers. (L-R) Officers Evan Planck, Nate Whitman, Caleb Burke, Aaron Dufresne and Christine Sorrell were all sworn in at a regular City Council meeting on November 4. Officer Sorrell is currently conducting road patrol duties within the city, while the other new hires are attending the police academy.

Police Cruisers Debut New Look

The city’s police fleet is getting a fresh new look! New patrol vehicles are being wrapped with updated graphics and branding, courtesy of Performance Wraps in Miamisburg.

The Miami Valley Fire District has recently expanded its fleet by adding two new ambulances. Both vehicles are 2025 Ford F-550 4x4 Diesel Ambulances, manufactured by Horton Emergency Vehicles located in Grove City, Ohio. The price for each ambulance was $338,778. Including all essential equipment, the total for each ambulance amounted to $380,374. One of the ambulances is currently in service at Station 52, 2710 Lyons Road, while the other is stationed at Station 53, located at 10 N. First Street. The ambulances being replaced will be designated to reserve status for deployment when front-line vehicles require maintenance and are temporarily out of service. Parks and Recreation Department Unveils New Bus

The Parks and Recreation Department has added some new wheels to its fleet. They recently bought a 2025 Ford/Starcraft E-350 Super Duty bus that can hold 14 passengers. The bus cost $120,254, plus an additional $6,426 for the wrapping, bringing the total to $126,680. This new ride replaces our old bus, which was 17 years old. With this new bus, we can expand our trip options for the Senior Adult Club and it will also be used during next year’s camp season and for many more years ahead.
