Reporting to the Director of Real Estate Development, the Associate Director of Real Estate Development – Cost Control & Procedural Compliance - will lead a team of Senior Professionals and Project Managers in the delivery of major capital, estate improvement projects and development schemes for the University’s Health Schools across a diverse estate portfolio. The post will be based within the Estate Planning & Development Team at Lavington Street (Guy’s Campus) however it is a requirement of employment that the post holder be prepared to work at any additional or different location owned or served by the College either on an ongoing or temporary basis. The post holder will be required to travel regularly between the main site base and other College premises. The role will require sensitive and collaborative leadership, working closely with stakeholders, to effectively establish, manage and maintain positive working relationships, both internally and externally, to achieve the King’s Strategic Vision 2029.

Support the Director of Real Estate Development in the early stages of project development, generally taking the cost and contract lead at Feasibility for and during Business Case approval process. 3. Support Associate Directors to lead, manage and coordinate the delivery of major projects or a programme of projects from inception, design, construction, mobilisation and post project reviews to agreed specifications, achieving time, cost, quality parameters and full compliance with health, safety, statutory and environmental obligations and best practice. 4. Ensure all projects represent best value for money for KCL and that appropriate and effective risk management, corporate governance and audit controls are in place. 5. Ensure full and transparent reporting, inter alia, to meet the requirements of governance/ committee procedures, financial regulations etc. working closely with the Portfolio Services team, internal and external auditors and wider partners for consistent project/programme reporting.
6. Support Associate Directors for Arts & Sciences and Health in ensuring a consistent approach to capital project delivery. Lead the procurement of framework designers, consultants and contractors as necessary to develop, design and deliver projects efficiently, including the management of framework consultants and contractors and reporting of supplier performance. Develop and proactively manage framework consultants and contractors as an integral part of the Estates delivery team. 7. Establish and maintain a manual of standard project management processes (the “PM Handbook”), and support the Associate Directors for Arts & Sciences and Health in ensuring that Project Management staff adhere to them, including periodic audits at key process gateways. Produce and present guidance on the implementation of the PM Handbook to PM staff, project boards and other stakeholders in a simple and accessible way. 8. Review and develop the systems and processes to deliver the programme of capital projects in support of achieving business needs. 9. Drive a zero tolerance safety culture across the team and with all suppliers to secure delivery of a safe, healthy and secure environment for students, staff and visitors.
Principal accountabilities • Be the cost and contract specialist for estate development activities across the entirety of the KCL estate portfolio, with oversight of all contractual, commercial and financial aspects of project delivery – budgeting, forecasting, cost control reporting and supply chain management • Develop strategy and practice for the efficient and effective procurement and subsequent management of design and advisory team consultancy services and contractors • Develop, establish, implement and maintain consistent and effective means of monitoring and reporting performance across services supporting the delivery of KCL’s capital programme • Supporting the Director of Real Estate Development and Associate Directors and PMO in the development of short, medium and long term programmes of work to meet KCL’s overall Estates strategy and policies • Provide professional property related
commercial expertise to support KCL in the development of their estate requirements and support in the delivery of the best possible education for their students whilst maintaining their competitiveness and affordability • Uphold the appropriate financial and regulatory policies ensuring necessary regulations and standards are adhered to. Review and monitor processes, procedures and associated documentation drawing in specialist knowledge, implementing or making recommendations for changes as appropriate Main Duties & Responsibilities 1. Act as the Senior Business Partner to the Faculties , in all matters relating to strategic estates planning and implementation from a cost control and governance perspective. In partnership with the Associate Directors for Arts & Sciences and Health, establish and maintain close working relationships and effective stakeholder management with external partners
