2022 LIFELINE EMS BRONZE AWARD The City of Pearland Fire Department has received the American Heart Association’s Mission: Lifeline EMS Bronze Award for implementing quality improvement measures for the treatment of patients who experience severe heart attacks.

STORMREADY® COMMUNITY DESIGNATION RECEIVED The Pearland City Council received a StormReady® community designation from the National Weather Service as a recognition of the efforts of the City’s Office of Emergency Management to prepare for, respond to and recover from severe weather threats.
AWARD FOR FINANCIAL REPORTING The Government Finance Officers Association (GFOA) of the United States and Canada awarded the Certificate of Achievement for Excellence in Financial Reporting to the City of Pearland, one of only 22 entities in Texas to receive the `Triple Crown’ of the GFOA reporting awards.

BUDGET OVERVIEW
DRAINAGE INVESTMENT An additional $662K in FY23 for a total of $1.8M will be used for preventative drainage maintenance. The number of people working on this project has more than doubled. The City’s portion of the drainage master plan is funded at $435K. CAPITAL IMPROVEMENTS Our Capital Improvements Plan has $794.4 million committed to projects within the next five years. The vast majority of $466.9 million is needed for water and wastewater improvements. These needs are repaid by users of the systems from the City’s Enterprise Fund which operates as a business, charging rates to ensure the fund is self-supporting. Of the remaining $327.5 million, $119.4 million is dedicated to street projects.

This year, the City kept “resiliency” at the center of the conversation in developing the Fiscal Year 2023 Budget, ensuring effective investment, growth and development of core services that make our community receptive to changes.

MESSAGE FROM THE MAYOR Welcome to another great year in Pearland, and what a time to be here! Whether you are new to our community or your family has been in Pearland for generations, we’re glad you are here and hope you are as excited as we are for what 2023 will bring. Over the past year, we have continued to build and maintain this amazing and diverse community in a positive direction with essential City services and lifestyle features you have asked for as members of the Pearland community. We opened a new fire station, an add-on to the Shadow Creek Sports Complex, the West Pearland Library and broke ground on our first all-inclusive playground. And, 2023 will continue our evolution with an intentional focus on delivering our promise–making Pearland “The Community of Choice.” Being “The Community of Choice” has a lot of depth in meaning. We’re not only a community where community members are free to make choices, but we are consistently a community where people choose to live, work, and play. Living this phrase doesn’t happen by accident. Through all levels of the organization, we invest significant time discussing the priorities that are important to our great community, the clearly defined initiatives that support these priorities and the measurable efforts (down to the individual contributor) that make these initiatives a reality connected to the annual budget and long-term plans. I strongly encourage you to participate in as many of our public meetings and events as you can–whether in-person or watching online–so you can see the passion and commitment we bring to work in everything we do for the Pearland community. Pearland’s property tax rate for the Fiscal Year 2023 is $0.623765, a decrease of more than 7 cents from last year. The City’s tax rate is established annually through the budget process, which begins in February each year and runs through September. City Council and community stakeholders participate in a process facilitated by City staff to determine how to best invest in the City’s six Strategic Priorities, which lay the groundwork for sustainable growth and value across our community. The result is a budget recommendation that is paired with home values provided by the counties, which determines the appropriate tax rate. Once adopted, funds from property taxes go directly to services residents see every day, such as police, fire, infrastructure, parks and so much more.

Sales tax, primarily composed of a 1 cent local sales tax collection from the City’s General Fund, is estimated to increase from $29 million in the Fiscal Year 2022 to $30.1 million in the Fiscal Year 2023. The sales tax revenue has increased as the local economy grows. The Pearland Economic Development Corporation also collects a half-cent local sales tax, which is not reflected in these numbers.

HOW THE CITY ALLOCATES MONEY FROM THE GENERAL FUND ($110.7 MILLION) Adopted General Fund expenditures for the Fiscal Year 2023 total $110,711,878. Public safety (Police and Fire) accounts for 59% of the total budget for services provided 24/7. There are 731 positions (full and part-time) in the General Fund of which 433 or 59% are public safety-related.
GENERAL FUND REVENUE Sales and Use Tax Revenue makes up 28% of the General Fund’s revenue. Property Taxes account for an additional 34% of the General Fund. Service charges (19% of revenue) include ambulance fees, parks and recreation fees and administration fees from the Tax Increment Reinvestment Zone (TIRZ). Franchise Fees (6% of revenues) come from utilities (gas, cable, electric, telephone and garbage) for use of City rights of way.

Shari D. Coleman Animal Shelter and Adoption Center 8311 FREEDOM DR., PEARLAND, TX Dedicated to animals, this building has a medical suite, dog runs to house 90 canines, cat runs for 66 felines and quarantine areas for up to 16 animals. There is a dedicated space for visitors to interact with adoptable animals in indoor and outdoor settings.

Delores Fenwick Nature Center 5750 MAGNOLIA PKWY, PEARLAND, TX The Delores Fenwick Nature Center is Pearland’s premiere environmental education facility. The Nature Center aims to provide hands-on educational opportunities through programs, workshops, field trips and outreaches. Our focus is teaching Pearland about the native plants and animals found in our own backyards.

Fire station 4 8325 FREEDOM DR., PEARLAND, TX The new Fire Station 4 opened in April 2022 and features a decontamination area, Purvis alerting system, large watch office, and much more to ensure the safety and well-being of our firefighters. The original Fire Station 4 building is in the design phase for a complete remodel to serve as the Pearland Police Department’s Training Academy.

Pearland City Hall Gazebo 3519 LIBERTY DR., PEARLAND, TX
Nestled in a quaint, grassy area near Pearland City Hall, four pear sculptures along the path surround a freestanding gazebo. The picturesque pavilion resides behind the Gulf, Colorado and Santa Fe Railroad depot of Pearland which originated as a siding switch called “Mark Belt” in 1883.

Independence Park Tunnel 3449 PEARLAND PKWY., PEARLAND, TX With the addition of an amphitheater, covered stage, replacement and relocation of the playground, enhancements to the existing pavilion, reorientation of the park entrance and new landscaping, Independence Park provides a fun and relaxing space for all. The tunnel adds color and life to events and our everyday lives.

West Pearland Library 11801 SHADOW CREEK PKWY., PEARLAND, TX
The West Pearland Library provides patrons with a permanent location for library services, addresses increasing circulation requirements, offers the opportunity for a larger collection and is sized to accommodate the demands of a growing population. The Brazoria County Library System, which manages the Westside Library and the Tom Reid Library in Pearland, has transitioned to the West Pearland Library.

BROADWAY ST., PEARLAND, TX An outdoor mural that covers the wall at 3530 Broadway St., was sponsored and designed by the building’s owner at All Things Commercial, LLC. This mural, decorated with all things Pearland on each letter, encompasses what and who we are. Two police cruisers are placed perfectly for a
photo op in front of the mural. to share with the community.

Pearland Police Department 2555 CULLEN PKWY., PEARLAND, TX Pearland Municipal Court and Pearland Police Department permanently moved to this location in April 2010. This facility houses a state-of-the-art emergency operations center with the entire facility built to withstand Category 5 hurricane-force winds. Pictured on the left is the Officers Memorial Garden which pays tribute to the officers who have paid the ultimate sacrifice while serving Pearland residents.
