As it does, she wants the surrounding communities to know that there is value and flavour – “every bite is a vibe,” she notes – at the restaurant. “I want customers to know what we have here, and they can come and try it. Jeanelle’s jerk chicken provides a good kick of heat, and the goat meat platter was tender and a nice blend of hot and sweet on the palate. Platters come with “island rice” (studded with assorted vegetables including fava beans) or fries, pieces of fried plantain, macaroni salad and a spicy home-made dipping sauce. The restaurant also prepares a platter called creole griot which is pork marinaded and seasoned in citrus, braised and then fried: traditionally, when it is served with red beans and rice, it might be considered a national dish of Haiti. A fusion of flavours Having opened last August, the Jeanelle’s menu features wings and burgers, including a spicy shrimp burger, and a handful of poutines which, of course, includes a jerk chicken variety. The UCPR’s asset management study noted this amount of traffic is “well above the provincial safety capacity for a two-lane road” and that future growth in both Clarence-Rockland and other Prescott-Russell communities located along County Road 17 will see even higher traffic volume in future between Rockland and Orléans-Ottawa. Future increases in traffic along the Rockland-Ottawa highway corridor will mean “growing traffic congestion” and “urgent need for immediate and long-term upgrades to support sustainable regional growth.“ The UCPR has almost $750,000 set aside now to help fund early-stage design and planning work for an upgrade and expan- sion of its County Road 17 portion of the Rockland-Ottawa connector. An environmental BTTFTTNFOU &" POFYQBOTJPOPGTVDIBO upgrade was done in 2016 with a 10-year limit on its usefulness as a reference guide. The UCPR’s new asset management plans proposes that the future expansion and rehabilitation of County Road 17 link to Highway 174 be a five-phase project covering a period of 11 years. It would deal with the entire 9.1-kilometre length of the Rockland section of County Road 17, from the Landry Road intersection at the east end of town to the Highway 174 connection at the west end. Total cost for the project, including the design portion, is estimated now at $121.2 million. The UCPR resolution proposes that the counties adopt the County Road 17 upgrade
After years of public discussion and consultation and planning, the United Counties of Prescott-Russell (UCPR) will begin work on making expansion of County Road 17 a reality. After lengthy discussion during their June 25 session the eight mayors on the UCPR approved resolutions to accept a new asset management plan for the counties and also begin the work necessary towards the reha- bilitation and expansion of County Road 17 at Rockland. The UCPR noted in its resolution that “one of the most vital projects for the United Counties of Prescott-Russell is the upgrade of County Road 17,, which is the primary DPOOFDUJOHMJOLGPSDPNNVOJUJFTJO&BTUFSO Ontario and a continuation of Highway 174 into Ottawa.” Upgrading of the highway between Rockland and Orléans-Ottawa has been an ongoing issue for almost two decades and included past environmental assessments and financial studies to determine the chal- lenges, feasibility and financial needs for TVDIBMBSHFTDBMFQSPKFDU8IJMFUIF$JUZPG Ottawa has assigned low priority to future expansion of Highway 174, its portion of the link, the UCPR has continued to look how to manage its County Road 17 portion of the route.
