vehicles on a daily basis now, including both commuter and transport freight vehicles. The UCPR’s asset management study noted this amount of traffic is “well above the provincial safety capacity for a two-lane road” and that future growth in both Clarence-Rockland and other Prescott-Russell communities located along County Road 17 will see even higher traffic volume in future between Rockland and Orléans-Ottawa. Future increases in traffic along the Rockland-Ottawa highway corridor will mean “growing traffic congestion” and “urgent need for immediate and long-term upgrades to support sustainable regional growth.“ The UCPR has almost $750,000 set aside now to help fund early-stage design and planning work for an upgrade and expan- sion of its County Road 17 portion of the Rockland-Ottawa connector. An environmental BTTFTTNFOU &" POFYQBOTJPOPGTVDIBO upgrade was done in 2016 with a 10-year limit on its usefulness as a reference guide. The UCPR’s new asset management plans proposes that the future expansion and rehabilitation of County Road 17 link to Highway 174 be a five-phase project covering a period of 11 years. It would deal with the entire 9.1-kilometre length of the Rockland section of County Road 17, from the Landry Road intersection at the east end of town to the Highway 174 connection at the west end. Total cost for the project, including the design portion, is estimated now at $121.2 million. The UCPR resolution proposes that the counties adopt the County Road 17 upgrade
After years of public discussion and consultation and planning, the United Counties of Prescott-Russell (UCPR) will begin work on making expansion of County Road 17 a reality. After lengthy discussion during their June 25 session the eight mayors on the UCPR approved resolutions to accept a new asset management plan for the counties and also begin the work necessary towards the reha- bilitation and expansion of County Road 17 at Rockland. The UCPR noted in its resolution that “one of the most vital projects for the United Counties of Prescott-Russell is the upgrade of County Road 17,, which is the primary DPOOFDUJOHMJOLGPSDPNNVOJUJFTJO&BTUFSO Ontario and a continuation of Highway 174 into Ottawa.” Upgrading of the highway between Rockland and Orléans-Ottawa has been an ongoing issue for almost two decades and included past environmental assessments and financial studies to determine the chal- lenges, feasibility and financial needs for TVDIBMBSHFTDBMFQSPKFDU8IJMFUIF$JUZPG Ottawa has assigned low priority to future expansion of Highway 174, its portion of the link, the UCPR has continued to look how to manage its County Road 17 portion of the route. The resolution also states that the UCPR public works department will start the pro- cess later this year for a detailed design over a three-year period of the needed upgrades to County Road 17. million and the money in the County Road 17 reserve fund will go towards that cost along with annual budget allocations over the next three years. The goal is to have “a construction-ready design” on the project ready and available to present to both the provincial and fede- ral governments when infrastructure sup- port funding programs or support grants become available from either or both senior governments.

La Municipalité de Casselman Système de traitement des eaux usées de Casselman Étude environnementale de portée générale Annexe C
Municipality of Casselman Casselman Sewage Treatment System Schedule ‘ C ’ Class Environmental Assessment
The Municipality of Casselman (Municipality) initiated a Class Environmental Assessment (Class EA) in November 2024 to determine the preferred expansion design concept for the Casselman Sewage Treatment System (STS) to effectively treat wastewater generated from existing and projected future development areas.

/DFRQVXOWDWLRQGXSXEOLFGHVRUJDQLVPHVHW GHVFRPPXQDXWpVDXWRFKWRQHVFRQVWLWXHXQpOpPHQWFOpGXSURFHVVXVG¶pYDOXDWLRQ HQYLURQQHPHQWDOHGHSRUWpHJpQpUDOHHWYRVFRPPHQWDLUHVVHURQWSULVHQFRPSWHGH IDoRQLPSRUWDQWHGDQVO¶pODERUDWLRQGXFRQFHSWGHFRQFHSWLRQSULYLOpJLp
The study is being undertaken following the completion of the Casselman Water & Wastewater Infrastructure Master Plan in July 2024, which recommended to increase the existing STS’s rated capacity from 2,110 m 3 /day to 4,050 m 3 /day via an increase of the discharge window (continuous discharge) and process upgrades. Public, agency and indigenous consultation are key elements of the Class EA process and your input will be an important consideration in developing the preferred design concept.

Public Information Centre (PIC) No. 2 is scheduled as follows: Date: Thursday, July 10, 2025 Time: 6:00PM – 8:00 PM (Drop in at any time) Location: Deguire Casselman Community Hall Address: 758 Brébeuf St., Casselman, ON
PIC No. 1, held on April 3, 2024 , identified the system’s existing problems and/or opportunities, and identified several potential alternative solutions. Using feedback received during PIC No. 1, the following preferred solution was identified for the Casselman Sewage Treatment System (STS): Maintain Lagoon-Based Treatment System; Expand Lagoon Rated Capacity; Expand Lagoon Discharge Window to Year- Round. PIC No. 2 will identify and solicit feedback on the proposed preferred design concept for the preferred solution. This PIC will summarize the alternative design concepts considered and the evaluation process undertaken to develop the preferred design concept, as well as review potential phasing of the proposed upgrades.
