Central Washington University Board of Trustees July 25, 2025 ACTION – Faculty Code Updates Background:
During the 1946-1947 academic year, the CWU faculty created a “Faculty Code of Personnel and Policy,” which was subsequently approved by the faculty, president and Board of Trustees. This Code established an 11-member Faculty Council, which, in 1962, became the Faculty Senate. Section IV(A)1 of the Faculty code provides that the Senate shall have the right to submit recommendations to the BOT through the president. In 2006, with the unionization of the faculty at CWU, United Faculty of Central and the Board of Trustees signed the first Collective Bargaining Agreement (CBA). At that time, the Board of Trustees authorized a collaborative process to write a new Faculty Code that excluded information included in the CBA; they also approved an Interim Code that included the ability of the Board, Administration, and Faculty to amend the Code. At some point during the process of jointly writing the Faculty Code, the administration was taken out of the revision and approval process; this change was approved by the BOT at that time. In the current iteration of the Faculty Code, after a comprehensive review by the Faculty Senate Bylaws and Code Committee and the full Senate, the Faculty Senate shares recommendations with the President for transmission to the Board of Trustees. This transmission process does not connote approval of the requested changes as the administration is not involved in the revisions or approval process. Code Changes: The Faculty Senate asks for approval of changes to the Faculty Code which were approved March 5 and May 7, 2025.

Summary of changes and/or additions: 1) Added language to Section IV.G.d.vi to clarify that EC members should recuse themselves when issues or grievances are brought forward from their departments.
Rationale for changes and/or additions: 1) Recusal is necessary to avoid potential conflicts of interest for the parties involved.
