JOB DESCRIPTION

30. To be responsible for the Built Assets Integrated Development Strategy, co-ordinating activities, budgets, initiatives and information flow within and out with the Division. 31. To identify and embed best practice for space management, design and construction. 32. To lead on the management of contractor and consultant frameworks and procurement of works. 33. To identify and progress emerging opportunities for collaborative procurement where improvement of service provision and value for money can be achieved. 34. To critically review all processes, systems and means of providing Development Planning and Infrastructure services and develop and implement improvements and performance targets.

21. Deputise for the Director of Estates and Facilities as required and therefore taking responsibility for reporting to the Executive; leading the wider Estates and Facilities Division; developing and maintaining relationships with external partners; and representing the University as the Lead Officer for Estates and Facilities, as required. 22. To build and maintain excellent working relationships with key external stakeholders and agencies (Local Authorities, Historic England, NHS) to enable progression of estate strategic and development matters. 23. Represent the University in public fora, both on and off-campus, as necessary. 24. As a member of the Directorate Leadership Team, to develop a ‘best in sector’ Estates and Facilities Division: developing staff to fulfil their potential, increasing staff satisfaction and retention, and nurturing a positive and enabling attitude towards the delivery of ambitious targets in an increasingly cost constrained environment. 25. To develop and instil an ethos of customer excellence, continual improvement and efficiency within all Estates and Facilities activities. 26. To continually review resources and skills mix against the organisational needs and lead organisation change. 27. To be responsible for the Division’s Estate Quality Campus Initiative a cross-departmental initiative. 28. To be responsible for ensuring University compliance with all statutory, regulatory and institutional requirements and recommend best practice. 29. To lead on ensuring all health and safety arrangements are embedded in all processes and procedures, remain fully informed on relevant legislative and policy issues and advise the Director of Estates and Facilities of the implications of changes to legislation, Government and HE policy.
