SERC is committed to providing training and non-binding guidance to industry stakeholders regarding emerging and revised Reliability Standards. However, compliance depends on several factors, including the precise language of the Standard, the specific facts and circumstances, and the quality of evidence.
TARGET AUDIENCE: This event will be of interest to Operations, Transmission, Compliance, and Training Staff ofregisteredentitiesresponsibleforcompliancewithNERC Reliability Standards. PURPOSE: Discussions will focus on reliability and security of the bulk power system, with emphasis on topics that share a CIP (Security) and O&P (Reliability) element(s). Speaker Biographies
Ted Bell – SERC Ted Bell joined SERC in June 2019 as a CIP Auditor. Before joining SERC, Ted was employed at Southwest Power Pool from 2005 through to 2019. He served in SPP’s IT Department as a Developer and Data Modeler, SPP’s Transmission Planning Department as an Analyst and Database Developer, the SPP Regional Entity as a Senior CIP Auditor, and SPP’s Compliance Department as a Senior CIP Technical Specialist. Previously, Ted worked 13 years as a database and software developer and consultant in the Banking, Insurance and Medical fields. Ted holds CISA and CRISC certifications. He has a Master’s Degree in Technical and Expository Writing from the University of Arkansas at Little Rock.
Michael Belle – SERC Michael joined SERC’s Risk Awareness and Oversight group in October 2022. His current responsibilities include leading entity Inherent Risk Assessment, Entity Risk Profile, and Compliance Oversight Plan updates; identifying and analyzing risks that have the potential to impact the Bulk Electric System; and leading and/or participating on registered entity outreach activities. Prior to joining SERC, Michael spent 16 years working at Dominion Energy South Carolina where he supported DESC Electric Transmission in the areas of System Control, Operations Planning, and Electric Transmission Support. Responsibilities included supporting real-time operations to ensure the reliability of the BES, Supporting ERO Compliance and NERC System Operator Training, Load forecasting, and providing project management/engineering support during the construction and interconnection of renewable resources. Michael has a B.S. in Mechanical Engineering from the University of South Carolina and is a NERC Certificated System Operator – Reliability. Michael actively supported the North American Transmission Forum and the VACAR South RC during his time at Dominion Energy.

Daniel Bogle – SERC Daniel joined SERC in June 2023. Prior to joining SERC, Daniel worked for NERC for five years and FERC for fourteen years. Daniel has almost twenty years of CIP experience, including fourteen years working for FERC. His work experience includes writing FERC orders, including Order 706 which approved the first initial round of CIP Reliability Standards, working with Standard Drafting Teams from both NERC and FERC, conducted FERC 1b investigations, and auditing CIP Standards including observing, leading, and participating. Daniel’s legacy at FERC is the FERC led CIP Audit program where he stood up the program and lead the audits for several years before moving on to NERC. While at NERC, Daniel lead various Task Forces on compliance, Technical Feasibility Exceptions, and the CIP Evidence Request Tool; coordinated and lead Small Group Advisory Sessions on CIP-012; with NIST staff mapped NIST Cyber Security Framework version 1.1 to NERC CIP Standards; became one of the Subject Matter Experts on Align and Secure Evidence Locker for Compliance Assurance; tested Align and Secure Evidence Locker from Release 1 to Release 4.5; and conducted various outreaches and presentations to industry participants, Congressional staff, international counties, regions, vendors, attorney groups and consortiums, and consultants. Etinnie Burnett – SERC Etinnie joined the Critical Infrastructure Protection (CIP) audit team at SERC Reliability Corporation in August 2022. Previously, Etinnie Burnett Served as Lead Cybersecurity Analyst in the Duke Energy generation security team. In this role, he manages the planning, design, testing, implementation, and maintenance of firewalls for generating sites across the Midwest and Southeast regions. Implemented firewall rule change management process to maintain network security. Maintain and update documentation of physical and cyber security for generating sites. Prior, Etinnie served as NERC CIP Technical Resource for Emersion Process MGMT Power & Water to support Duke Energy's implementation of NERC CIP version 5. As a team member, he worked to develop and implement information security per NERC CIP guidelines. Etinnie is a retired veteran, having served 20 years in the United States Navy. Stationed in the US and Asia, Etinnie has worked in technology for most of his naval career. He has extensive experience in systems networking and server management, including Global Command and Control System- Maritime servers, managed support services such as Naval Computer and Telecommunications Station Far East, and managed all information Security (INFOSEC) matters in compliance with governing directives and instructions.

Nancy DeLeon – SERC Nancy DeLeon re-joined SERC Reliability Corporation as a Senior Reliability Engineer in the Situation Awareness and Events Analysis department in August 2023. Nancy previously worked for SERC in support of the Operating Committee structure and managed the System Operator Conferences from 2014 - 2019. Ms. DeLeon started her power system career with Duke Energy in Charlotte, NC where she spent 22 years in Power System Operations, real-time, next-day studies and training roles. Nancy was also with a training company building and delivering technical training for the System Operator certification program. Nancy DeLeon is a NERC Certified System Operator at the Reliability Coordinator level and a graduate from the University of Alabama with a B.S. degree in Applied Math and Science.
Ted Franks- SERC Ted oversees SERC’s Compliance Monitoring, Registration, and Certification activities. This includes developing and implementing the strategy and vision for these responsibilities and ensuring that all Reliability Assurance activities are driven by risk-based processes and policies. He also ensures that proper controls and procedures are in place to drive consistency, professionalism, and effective implementation of organizational strategy. Ted joined the SERC team from the North American Transmission Forum (NATF), where he was the Senior Program Manager, primarily focused on the System Operations and Operator Training Practices Groups and their sub-groups. Previously, Ted was the Manager of Technical Resources at SERC, where he led the SERC Technical Committees (Operating Committee, Engineering Committee, and Critical Infrastructure & Protection Committee), Operator Training, and Member Outreach. Prior to SERC, Ted spent nine years with the Federal Energy Regulatory Commission (FERC). At FERC, Ted served as the Deputy Director in the Office of Electric Reliability. Prior to FERC, Ted worked at PJM for 10 years in operations planning and real-time operations. Ted was also a NERC Certified System Operator while at PJM. Ted holds a Bachelor of Science degree in Industrial Engineering and a Master’s of Business Administration, both from Penn State University.

Dennis Glass – SERC Dennis joined SERC in August 2022 bringing a rich background in auditing, with 25 years of experience spanning the electric power and semiconductor industries. Before joining SERC, he spent a decade at Texas Reliability Entity, Inc., where he honed his skills in operational management, procurement, and logistics. Dennis is known for his data analysis prowess and plays a critical role in enforcing reliability standards with the O&P Monitoring team. As the NERC Manual Task Force chairman, he leads efforts in developing and training on compliance manuals. His tenure at Texas RE was marked by leadership in over 130 audits and compliance evaluations, enhancing training programs, and pioneering efforts in the NERC Coordinated Oversight Task Force and Align system training.
Jermaine Green – SERC Jermaine joined the Critical Infrastructure Protection (CIP) Audit Team at SERC Reliability Corporation in April 2022. Previously, Jermaine served as a Senior Firewall Analyst, Compliance, at Duke Energy. In this role, Jermaine ensured the firewall environment continued to meet NERC CIP Standards through process creation/evaluation, technical assessment, and maintenance of controls. Prior to Duke Energy, Jermaine served as a network engineer at an internet service provider (ISP) and private cloud datacenter. In these positions, Jermaine exemplified a growth mind-state, competence, and integrity. Earned credentials include; (ISC)² CISSP, CCNA R/S, CCNA Cyber Ops, ITIL V3, PCNSE, CompTIA A+, CompTIA Security+, and CompTIA Network+

Peter A. Heidrich– SERC Peter joined SERC Reliability Corporation in July 2019, starting as the Senior Coordinator of Certification and Registration before advancing to Principal Advisor in 2022. He plays a pivotal role in overseeing the SERC Functional Entity Registration and Certification processes and ensures the effective implementation and upkeep of the NERC Glossary of Terms for the Bulk Electric System, alongside managing the BES Exception Process under the Rules of Procedure. Before joining SERC, Peter dedicated nearly a decade to the Florida Reliability Coordinating Council, Inc. (FRCC), where he led initiatives to bolster the reliability performance of the FRCC Bulk Electric System, covering a broad spectrum of responsibilities from Registration and Certification to Reliability Standards Development and System Operator Training. Peter's career foundation was built in the United States Navy's Nuclear Power Program, where he served for over eight years. His journey continued at DTE Energy, where he began as a Nuclear Power Plant Operator and evolved into roles such as System Operator, Control Room Supervisor, and Manager of the Protection Authority, overseeing critical safety programs. Peter's academic achievements include a Bachelor of Science in Business Administration with Honors from the University of Phoenix, complementing his extensive experience in the energy sector and underscoring his commitment to maintaining the reliability and safety of the Bulk Electric System. Steven Keller – SERC Steven Keller joined the CIP Compliance Audit team at SERC Reliability Corporation in September 2022. Previously, Steven Keller was a Lead CIP Compliance Specialist with Southwest Power Pool (SPP) in Little Rock, Arkansas. He worked in the Compliance department on both physical and electronic security processes in support of Southwest Power Pool’s compliance with the NERC CIP Reliability Standards. Previously, Steven held position as a Lead CIP Compliance Auditor at Southwest Power Pool Regional Entity (SPPRE) in their CIP Compliance Monitoring department. He served as an Audit Team Lead or team member during audits of compliance with NERC Reliability Standards in the SPPRE Region. Steven has more than 15 years of security experience in asset management, physical security, network operations, and compliance. Steven holds the Certified Information Systems Auditor (CISA) certification and Certified in Risk and Information Systems Control (CRISC) and the ISC2 Certified Information Systems Security Professional (CISSP) certifications. Steven holds a Bachelor of Science degree in Accounting and Bachelor in Business Administration in Finance and Computer Information Systems from University of Arkansas at Little Rock.

Justin Kelly – SERC Justin joined the CIP Compliance audit team at SERC Reliability Corporation in September 2019.
Previously, Justin Kelly was an Electrical Engineer with the Federal Energy Regulatory Commission in Washington, DC. He was a sub-team lead for both CIP Version 5 and CIP-014 FERC-led audits. Justin has also been involved in monitoring Standard Drafting Teams, drafting FERC Orders, reviewing CIP related sanctions filed or posted by NERC, and observing regional entity audits. He primarily focused on CIP Reliability Standards during his time at FERC, but also was a technical team lead for Geomagnetic Disturbance and Electromagnetic Pulse research and standards projects. Justin received a Master of Science in Electrical Engineering degree from Virginia Polytechnic and State University in 2009. He is a licensed Professional Engineer (PE) in the state of Maryland and is a Certified Information System Security Professional (CISSP).
Dave Krueger – SERC Dave Krueger has been with SERC for six years and is currently the Senior Program Manager, Operations. In addition to the Operations Program, Dave also supports the Standards Program at SERC. Prior to that, Dave spent nearly 14 years at ISO New England. He worked in IT, Real-Time and Day Ahead Markets, and spent his last 10 years working in the EMS Modeling and Real-Time Support group and the final 5 as supervisor of the group. Dave has a Bachelor’s Degree in Electrical Engineering from Rensselaer Polytechnic Institute and a Master’s Degree in Power Systems Management from Worcester Polytechnic Institute.

Michael Kuhl – SERC Since joining SERC Reliability Corporation in January 2013, Michael has made significant strides in the field of operations and planning monitoring, currently serving as Manager since September 2015. His journey at SERC began with a role as a Compliance Assessment Specialist, leveraging his extensive 24-year background at Cincinnati Gas & Electric Company/Cinergy/Duke Energy, where he focused on electric generation and transmission operations and NERC Reliability Standards program management. Michael's career kicked off in 1989 at W.H. Zimmer Station, leading to roles as a NERC Certified System Operator and project manager for energy market integrations. He played a pivotal role in developing and managing the initial compliance programs for reliability standards at Cinergy and Duke Energy. Michael holds a B.S. in Chemistry from the University of Cincinnati, is a Certified Internal Auditor, a NERC Certified System Operator at the Reliability Coordinator level and has an undergraduate certificate in Renewable Energy from Clemson University.
Vijay Naik – SERC Vijay joined the CIP Compliance audit team at SERC Reliability Corporation in January 2019. Previously, Vijay joined the Georgia System Operations Corporation (GSOC) in 2014 as Principal Engineer – Security & compliance. While at GSOC, he worked in the areas of Cyber Security, audit & compliance, System administration. Vijay has more than 19 years of information technology experience in system/threat intelligence, network infrastructure monitoring and compliance. Vijay holds several certifications, including Certified Information Systems Security Professional (CISSP), Cisco Certified Network Associate (CCNA), Certified Information Security Manager (CISM), and Internal Control Certificate (COSO). Vijay holds a Bachelor of Computer Science degree.

Renny Ramai – SERC Renny joined the CIP Compliance audit team at SERC Reliability Corporation in July 2019.
Previously, Renny Ramai was the Manager of CIP Compliance with Florida Reliability Coordinating Council (FRCC) in Tampa, Florida. He held several roles including Manager of Compliance and Senior Compliance Auditor. He conducted both CIP and O&P audits, served as an Audit Team Lead or team member to ensure FRCC fulfilled its CMEP obligations and worked for FRCC since 2008. Renny has more than 16 years of electric utility experience. He was the System Operations Manager at City of Homestead in Florida and was responsible for the 24x7 operations activities of a BA/TOP/GO/GOP control center, operational planning, energy and gas marketing, EMS system, substations, telecommunication, compliance, training and all other system support activities. Renny holds a diploma in Mechanical/Electrical Engineering Technology from San Fernando Technical Institute (Trinidad), an A.A. degree in Electrical Engineering from Miami Dade College, a bachelor’s degree in Business Administration, graduating with Honors, and a Master’s in Business Administration from Florida International University. He is certified as a Certified Information System Auditor (CISA) and a NERC Reliability Coordinator.
Drew Slabaugh – SERC Drew Slabaugh has been Legal Counsel with SERC Reliability Corporation for six years. Previously, Mr. Slabaugh was a law clerk for Judge Robert Conrad of the United States District Court for the Western District of North Carolina. Prior to attending law school, he was a consumer lending banker with SunTrust Bank. Mr. Slabaugh has a Juris Doctor from Charlotte School of Law and a Bachelor of Arts degree with major in Political Science from the University of North Carolina at Chapel Hill.

Martin Sas – SERC Marty Sas brings over two decades of expertise to the Bulk Electric System industry, currently enriching SERC Reliability Corporation for the last five years. His role primarily involves liaising with various working groups such as the RRWG, RCWG, and SOWG, supporting departments like RAPA in coordinating and assessing the bulk power system to mitigate risks to its reliability and security. Prior to SERC, Marty's 13-year tenure at MISO included a significant role as Senior Manager of South Reliability Coordination and Engineering, where he led efforts to maintain the reliable operation of MISO’s southern system by managing power balance, constraints, and market operations. He started at MISO as a Reliability Coordinator, contributing to the establishment of the MISO South Region. Before MISO, he spent four years at PJM as a Power and Generation Dispatcher, after beginning his utility career in 1994 with various roles in a Utility Line Construction Company, from Construction Manager to Field Engineer. Marty holds a NERC RC certification and earned a Bachelor of Science in Physics from Clarion University of Pennsylvania, showcasing a longstanding commitment to the energy sector's reliability and security.
Joseph Tromba – SERC Joseph Tromba joined SERC Reliability Corporation in June 2021. Before SERC, he worked at a law firm for three years. Tromba graduated cum laude from Dowling College in 2015 with a Bachelor's in Business Management and from Jacob D. Fuchsberg Touro Law Center in 2018, where he was a Notes Editor for the Touro Law Review. After passing the New York Bar Exam in 2018, he practiced civil litigation at Glynn, Mercep, and Purcell LLP, focusing on various legal areas and serving as counsel to emergency services. At SERC, he began as Associate Legal Counsel, managing noncompliance cases and handling procurement, and was promoted to Legal Counsel in January 2024, specializing in enforcement and legal presentations.
