Speaker Biographies
Nancy DeLeon – SERC Nancy DeLeon re-joined SERC Reliability Corporation as a Senior Reliability Engineer in the Situation Awareness and Events Analysis department in August 2023. Nancy previously worked for SERC in support of the Operating Committee structure and managed the System Operator Conferences from 2014 - 2019. Ms. DeLeon started her power system career with Duke Energy in Charlotte, NC where she spent 22 years in Power System Operations, real-time, next-day studies and training roles. Nancy was also with a training company building and delivering technical training for the System Operator certification program. Nancy DeLeon is a NERC Certified System Operator at the Reliability Coordinator level and a graduate from the University of Alabama with a B.S. degree in Applied Math and Science.
Ted Franks- SERC Ted oversees SERC’s Compliance Monitoring, Registration, and Certification activities. This includes developing and implementing the strategy and vision for these responsibilities and ensuring that all Reliability Assurance activities are driven by risk-based processes and policies. He also ensures that proper controls and procedures are in place to drive consistency, professionalism, and effective implementation of organizational strategy. Ted joined the SERC team from the North American Transmission Forum (NATF), where he was the Senior Program Manager, primarily focused on the System Operations and Operator Training Practices Groups and their sub-groups. Previously, Ted was the Manager of Technical Resources at SERC, where he led the SERC Technical Committees (Operating Committee, Engineering Committee, and Critical Infrastructure & Protection Committee), Operator Training, and Member Outreach. Prior to SERC, Ted spent nine years with the Federal Energy Regulatory Commission (FERC). At FERC, Ted served as the Deputy Director in the Office of Electric Reliability. Prior to FERC, Ted worked at PJM for 10 years in operations planning and real-time operations. Ted was also a NERC Certified System Operator while at PJM. Ted holds a Bachelor of Science degree in Industrial Engineering and a Master’s of Business Administration, both from Penn State University.
