Speaker Biographies
Ted Bell – SERC Ted Bell joined SERC in June 2019 as a CIP Auditor. Before joining SERC, Ted was employed at Southwest Power Pool from 2005 through to 2019. He served in SPP’s IT Department as a Developer and Data Modeler, SPP’s Transmission Planning Department as an Analyst and Database Developer, the SPP Regional Entity as a Senior CIP Auditor, and SPP’s Compliance Department as a Senior CIP Technical Specialist. Previously, Ted worked 13 years as a database and software developer and consultant in the Banking, Insurance and Medical fields. Ted holds CISA and CRISC certifications. He has a Master’s Degree in Technical and Expository Writing from the University of Arkansas at Little Rock.
Michael Belle – SERC Michael joined SERC’s Risk Awareness and Oversight group in October 2022. His current responsibilities include leading entity Inherent Risk Assessment, Entity Risk Profile, and Compliance Oversight Plan updates; identifying and analyzing risks that have the potential to impact the Bulk Electric System; and leading and/or participating on registered entity outreach activities. Prior to joining SERC, Michael spent 16 years working at Dominion Energy South Carolina where he supported DESC Electric Transmission in the areas of System Control, Operations Planning, and Electric Transmission Support. Responsibilities included supporting real-time operations to ensure the reliability of the BES, Supporting ERO Compliance and NERC System Operator Training, Load forecasting, and providing project management/engineering support during the construction and interconnection of renewable resources. Michael has a B.S. in Mechanical Engineering from the University of South Carolina and is a NERC Certificated System Operator – Reliability. Michael actively supported the North American Transmission Forum and the VACAR South RC during his time at Dominion Energy.
