Speaker Biographies

Daniel Bogle – SERC Daniel joined SERC in June 2023. Prior to joining SERC, Daniel worked for NERC for five years and FERC for fourteen years. Daniel has almost twenty years of CIP experience, including fourteen years working for FERC. His work experience includes writing FERC orders, including Order 706 which approved the first initial round of CIP Reliability Standards, working with Standard Drafting Teams from both NERC and FERC, conducted FERC 1b investigations, and auditing CIP Standards including observing, leading, and participating. Daniel’s legacy at FERC is the FERC led CIP Audit program where he stood up the program and lead the audits for several years before moving on to NERC. While at NERC, Daniel lead various Task Forces on compliance, Technical Feasibility Exceptions, and the CIP Evidence Request Tool; coordinated and lead Small Group Advisory Sessions on CIP-012; with NIST staff mapped NIST Cyber Security Framework version 1.1 to NERC CIP Standards; became one of the Subject Matter Experts on Align and Secure Evidence Locker for Compliance Assurance; tested Align and Secure Evidence Locker from Release 1 to Release 4.5; and conducted various outreaches and presentations to industry participants, Congressional staff, international counties, regions, vendors, attorney groups and consortiums, and consultants. Etinnie Burnett – SERC Etinnie joined the Critical Infrastructure Protection (CIP) audit team at SERC Reliability Corporation in August 2022. Previously, Etinnie Burnett Served as Lead Cybersecurity Analyst in the Duke Energy generation security team. In this role, he manages the planning, design, testing, implementation, and maintenance of firewalls for generating sites across the Midwest and Southeast regions. Implemented firewall rule change management process to maintain network security. Maintain and update documentation of physical and cyber security for generating sites. Prior, Etinnie served as NERC CIP Technical Resource for Emersion Process MGMT Power & Water to support Duke Energy's implementation of NERC CIP version 5. As a team member, he worked to develop and implement information security per NERC CIP guidelines. Etinnie is a retired veteran, having served 20 years in the United States Navy. Stationed in the US and Asia, Etinnie has worked in technology for most of his naval career. He has extensive experience in systems networking and server management, including Global Command and Control System- Maritime servers, managed support services such as Naval Computer and Telecommunications Station Far East, and managed all information Security (INFOSEC) matters in compliance with governing directives and instructions.
