Amy Edmonson, from the Harvard Business School, coined the term, “Psychological Safety” in a study pub- lished in 1999 entitled, “Psychological Safety and Learn- ing Behavior in Work Teams” (http://www.jstor.org/sta- ble/2666999) describing it as, ‘‘a shared belief held by members of a team that the team is safe for interpersonal risk-taking…a sense of confidence that the team will not embarrass, reject or punish someone for speaking up.” It describes a team climate characterized by, “interperson- al trust and mutual respect in which people are comfort- able being themselves.’’ I believe that the importance of psychological safety is just as important now as it was 25 years ago. Maybe even more so. So, to me, what this means is that if leaders lead with a clear and stated goal of creating a culture that empha- sizes Psychological Safety while encouraging everyone to practice ‘the little things that matter, people will work with greater enthusiasm even in the face of greater pressure. EPA Proposes Revisions To Chemical Risk Evaluation Framework The Environmental Protection Agency has proposed revi- sions to its chemical risk evaluation framework—an action long sought by the National Association of Manufacturers (NAM). When Congress passed the 2016 Lautenberg Amend- ments to the Toxic Substances Control Act, it required the EPA to establish a process for reviewing existing chem- icals. That process unfolds in three steps: prioritization, risk evaluation and risk management. Risk evaluation is the cornerstone, determining whether a chemical poses an “unreasonable risk” and setting the stage for any new rules manufacturers must follow. The NAM has consistently urged the EPA to keep these evaluations appropriately focused, grounded in sound, da- ta-driven science, and reflective of workplace protections already in place. Under the Biden administration, howev- er, the framework expanded dramatically. Risk evaluations swelled into sprawling thousand-page documents that overlooked existing safety measures, relied on question- able assumptions, and effectively imposed de facto bans on chemistries essential to manufacturing. In response, the NAM pressed for change. In letters to both the transition team and the EPA, the association high- lighted flawed data and unrealistic conclusions in reviews of substances such as formaldehyde and 1,3-butadiene. The proposal is now open for comment in the Federal Register. Feedback is due by November 7.
