The Role This key role is responsible for leading a number of specialist support services delivering: asset planning; Building Information Modelling/ Digital Asset Management; corporate real estate management; and workspace planning. The postholder will lead on all activities related to the management, purchase, sale, or leasing of land and property, as well as valuing and surveying property with the University’s portfolio. The postholder will have responsibility for the development and review of the Strategic Asset Management Plan (SAMP) and implement systems and processes to meet the outcomes and objectives described in the asset and property management plans, across a minimum planning horizon of 10 years. Providing a structured approach to asset management, the successful postholder will help leaders to make decisions in a timely manner based on relevant information and critical analysis of facts, that reduce risk, increase resilience and address issues of balancing of critical resources
• Provide professional property and land advice to the University relating to purchases, disposals, valuations, leases, licenses and disputes. • Provide leadership, advice and guidance on projects relating to regional engagement/ innovation activity, as required. • To create and deliver a Strategic Asset Management Plan to ISO 55000 to ensure that assets meet required service levels. • Custodian of the overall estate Strategic Asset Management Plan, reviewing and updating it as necessary in a regular cycle feeding into the Capital investment plan. • To create and implement an Estate and Asset Information Strategy and generate Asset information models (AIM) and project information models (PIM) for the whole portfolio. • Responsibility for increasing the Information Management maturity within EFM and delivery of a BS ISO 19650 compliant approach. • Oversee the procurement and management of a Common Data Environment (CDE) • Develop and maintain a comprehensive performance report for all EFM functions against a suite of key performance indicators that can be benchmarked against peer HEIs via the HESA Estate Management Record (EMR) dataset collected annually. • Responsibility for collection, collation, analysis and publication of the information requirements within the EMR dataset. • Provide Business support for cross cutting activities across the EFM function. • Carry out other duties, commensurate with the grade and remit of the post.
Main Duties and Responsibilities
• Lead the development and delivery of the Estate Strategy and Master Plan. • Ensure that every building within the estate has an Asset Management Plan, supported and linked to Conservation Management Plans, and updated annually. • Maintain the university’s Space Strategy ensuring the optimisation of space within the University portfolio, through a robust methodology to assess and report how space is being utilised and the quality assessment of all spaces.
