A former teacher and St. Louis alderwoman for the 19th Ward, Velma Bailey founded St. Louis Torchbearers 2 in 2011. This youth development organization trains young people to serve in leadership roles among their peers, in their communities, and throughout the world. It hosts an eight-week day camp, provides cultural outings and field trips, and offers a 240-hour after school homework helper program.
