ABUSE OF MATCH OFFICALS THE CODE OF CONDUCT
REFEREES
This Code of Conduct has been produced and adopted by the WRU in response to serious concern expressed across the country and the Union about the growing incidence of abuse of match ofcials. It describes the part to be played by clubs and Constituent Bodies in helping to deal with the problem. The term 'clubs' includes colleges and universities; the term 'match ofcials includes referees, touch judges and other match ofcials. Clubs and Constituent Bodies have a responsibility for the behaviour of their members, players, coaches and regular supporters towards match ofcials and are expected to take all reasonable steps to protect match ofcials from any form of abuse. ABUSE OF MATCH OFFICIALS IS DEFINED AS: Individual perception of personal degradation, be it mental or physical, before, during and after the match (but not limited to): *verbal or physical assault *intimidating conduct *racial or sexual harassment If therefore follows that the WRU will instigate proceedings against individuals alleged to have: *abused, threatened or intimidated a referee, touch judge or match ofcial, whether on or off the eld of play OR *used crude or abusive language or gestures towards, referees, touch judges or other match ofcials or spectators All members and regular supporters of clubs should be made aware of the provisions of this Code and might need to be reminded that abusive behaviour is also harmful to the reputation of the club. Where a club elds junior teams, parents who attend their matches should support the club by observing this code. It is now mandatory that all clubs, colleges & universities sign up in agreement to the Code of Conduct.
