PROJECT OVERVIEW
Archway Residences at 421 S Arch Avenue in New Richmond is a one-of-a-kind public–private partnership that combines modern living with a new state-of-the-art 30,000 SQ FT public library. The community will feature nine townhomes with one-, two-, and three-bedroom layouts, complete with private garages, as well as a multi-use building where the library anchors the first floor with 69 apartments above. Residents will enjoy a variety of studio, one-, and two-bedroom floor plans, along with a second-floor community center and the convenience of 78 underground parking stalls. This project creates more than housing—it builds community. By blending residential living with civic space, Archway Residences strengthens downtown New Richmond as a vibrant hub to live, learn, and connect. With immediate access to the new library, nearby schools, downtown businesses, and local recreation, residents will experience a lifestyle that is modern, convenient, and deeply connected to the heart of the city.
PROBLEM / OPPORTUNITY
Downtown New Richmond is experiencing momentum, but like many growing communities, it faces challenges in meeting the needs of both residents and civic life. The city has outgrown its existing library, which no longer reflects the way people learn, connect, and use technology. At the same time, demand for diverse, high-quality housing continues to rise as more individuals and families look for opportunities to live near schools, jobs, and community amenities.
The opportunity is to create a transformative development that strengthens the downtown core and enhances quality of life. By investing in forward- looking civic space and new housing options together, New Richmond can maximize land use, attract new residents, and support long-term economic vitality. This approach ensures that the downtown becomes not only a place of history but also a place of innovation, growth, and community connection.

MARKET ANALYSIS
New Richmond is experiencing steady growth, with more than 20 percent population increase over the past decade and incomes rising above the state average. Housing supply has not kept pace, with vacancy rates of 0.7 percent for owner-occupied homes and 2.7 percent for rentals, leaving few options for those seeking modern, low-maintenance living downtown. Its location just 45 minutes from the Twin Cities makes New Richmond especially attractive to commuters and professionals who want a small-town lifestyle with access to metropolitan
opportunities. Rising home values and competitive rents highlight strong demand, and Archway Residences directly responds by delivering new housing integrated with a 30,000 square foot public library, reinforcing downtown as a vibrant civic and cultural hub.
OBJECTIVES
The primary objective of Archway Residences is to strengthen downtown New Richmond by combining high-quality housing with a modern public library in a single, community-focused development. The project aims to expand housing options, support economic growth, and provide a civic anchor that enhances quality of life, making downtown a place where people can live, learn, and connect.
