Where can I get married or have a Civil Partnership?
For a Marriage or Civil Partnership to be legal it needs to take place in an Approved Venue or a Register Office (you can find details on our website) in front of the Registrars and two witnesses. If you’ve set your heart on a ceremony in a venue that is not approved, for example in your home, garden or perhaps somewhere else with special meaning for you both – we can arrange this for you alongside a simple ceremony at a Register Office. These two ceremonies can be conducted on the same day, or separate days, and we can arrange all this for you as one booking. We will happily answer any questions you may have. However big or small you want your day to be and wherever you have your heart set on marrying, we will be there to guide you as you take this next step on your journey as a couple. This could be your own home, a friend’s home, in the open air or a favourite place with relevance for you both as a couple. TwoGether ceremony package This package is designed for those who might prefer the legal ceremony on a separate day. You can choose any Hampshire Register Office (Monday – Saturday) for your legal marriage and within one month you can have your wedding ceremony at the venue of your choice. Available on any day (legal ceremony not available on Sunday).
A truly unique and personal wedding ceremony package means you can take advantage of the first-class expertise and knowledge of the Hampshire Ceremonies Team. This ensures that not only do you have the ceremony you always dreamed of, but that you are also legally married. With this package, your legal ceremony and your wedding ceremony will happen on the same day. Where possible we will try to ensure that the Registrar you meet in the morning for your legal marriage is the same Registrar that will come to you later in the day when you celebrate with your family and friends. Available on Thursdays, Fridays, Saturdays and Sundays. • Choose the Register Office for your legal ceremony in the morning (Aldershot, Alton, Basingstoke, Ringwood, Fareham, Havant, Winchester or Romsey). You can bring up to 10 guests for the legal ceremony. • Choose your venue and agree the time of your wedding ceremony (usually in the afternoon).

Giving notice You need to give ‘notice of your intent to marry or form a Civil Partnership’. You do this in person in the district where you live. If either of you are a non-EEA (European Economic Area) national or subject to immigration
To give notice you must prove where you live, your nationality, age and marital status. You also declare that you’re both free to marry or to form a Civil Partnership with each other. Notices are valid for 12 months from the date they’re given. You can’t give notice more than a year before your ceremony date and the minimum amount of notice is 28 days. On the day you give notice, go with your partner to the Register Office. The questions will be about you and your partner. They will check your paperwork and help with any issues or questions. They’ll also ask where and when you plan to get married and check that you have secured a booking.

What happens after giving notice? Details of the proposed marriage - names and wedding location - will be put on public display for 28 days, on a screen at Winchester Register Office. In some instances, this may change, so please speak to the Registrar about any special circumstances. If there are no objections after the 28 days, the Register Office responsible for organising your ceremony will issue ‘Certificates for Marriage’ or ‘Civil Partnership Schedules’. If you’re marrying abroad, you can collect the paperwork from Winchester. If you or your partner is subject to immigration control you may have to provide more documents. Personalising your ceremony
The Ceremonies Liaison Team will go through all the legalities and help you to personalise your ceremony. While each Registrar
has their own way of delivering a ceremony they will adapt this and include additional vows as you wish. The team is at the end of the phone to help you with ideas and will provide any support you may need. We will keep an eye on how your ceremony plans are going and will remind you if there is anything more we need from you. You can email or phone us at any time during working hours if you have questions about your ceremony. We are here to help you right up to the big day.

Couples who formed a Civil Partnership in England and Wales after 9th December 2005 can convert it to a Marriage. To convert your Civil Partnership to Marriage you will need to complete two stages: Changing a Civil Partnership to Marriage

Your Application You will need to attend a Register Office to complete an application to convert your Civil Partnership. This takes approximately 30 minutes and is available at Basingstoke, Fareham and Winchester Register Offices. You must bring documents that confirm your current identity and address as well as a copy of your Civil Partnership certificate.
Signing your Declaration Once your application is complete you can finalise the process at that same appointment by signing your ‘Conversion into Marriage Declaration’. Or you can choose to sign it during a ceremony to celebrate your marriage at any Register Office or Approved Venue, on the same day or a later date. Fees for conversion ceremonies in Hampshire are the same as the fees for Marriages and Civil Partnerships. Additional information
Certificates and Passports Marriage/Civil Partnership certificates – how many copies will I need? We suggest you order a couple of extra copies of your Marriage or Civil Partnership certificate at the time of booking your ceremony. However, you may find you need additional copies at a later date for various purposes (insurance, passport, banking etc.). If at any time you require further copies of your Hampshire Marriage or Civil Partnership certificate you can apply as follows: Online at: www.hants.gov.uk/ registration-certificates By telephone: 0300 555 1392 Monday to Friday 8.30am – 5pm As well as our standard 7-day turnaround for requests, we also offer a priority service for urgently required certificates, guaranteeing that your certificate will be searched for and dispatched within 24 hours of being applied for (excluding weekends).
Changes to your passport There’s a lot to organise when you are getting married or forming a Civil Partnership, but don’t forget to notify the passport authorities if you are changing your name. Some countries may not accept a passport that has not been amended, even if you take your Marriage or Civil Partnership certificate with you. You can check with your travel agent or the country’s consulate if in doubt. You can change your passport details any time within the three months prior to your Marriage/Civil Partnership, although you can’t use your new passport until the actual day of your ceremony. To do this you will need to apply to the Passport Office. For application forms and further information on passport changes, please visit: www.gov.uk/ changing-passport-information If you are going abroad on honeymoon, remember to book any travel tickets in the name you will have in your passport at the time of travelling. Re - registration of children Upon the Marriage of a child’s natural parents, the birth of that child may be re-registered as a result of the Marriage. You can make an appointment for a re- registration of the child’s birth under section 14 of the Births and Deaths Registration Act. You can search and download a form (LA1) for this purpose from: www.gov.uk Once the form has been completed and signed by both parents, you can make an appointment at a Register Office. Either parent can attend the appointment and you must bring the completed form, your child’s original birth certificate and your Marriage Certificate. You can purchase new copies of the birth certificate after the appointment.

It’s your day,
do it your way
You have some choices about what you say for the legal statutory declarations and contracting words during your ceremony. These words are part of the verbal contract you’re making and are legally binding. Let us know on your ceremony planning form which versions you would like to say. You don’t need to remember them as the Registrar will say them and ask you to repeat them during the ceremony.
Legal declarations A. I do solemnly declare, that I know not, of any lawful impediment why I (your name), may not be joined in matrimony, to (your partner's full name). B. I declare that, I know of no legal reason, why I (your name), may not be joined in marriage, to (your partner's name). C. The Registrar asks: "Are you (your full name) free lawfully, to marry (your partner's full name)?" You reply "I am." Legal contracting words 1. I call upon these persons here present, to witness that I (your full name), do take thee (your partner's full name), to be my lawful wedded wife/husband. 2. I (your full name), take you (your partner's full name), to be my wedded wife/husband. 3. I (your full name), take thee (your partner's full name), to be my wedded wife/husband. After the legal part of the ceremony, many couples like additional vows when they exchange rings; you can write your own, choose from the example shown or refer to our website for some suggestions. Use the ceremony planning form to let us know the words you would like to use, and we will bring a copy of everything on the day, in case you forget! If you’re planning to write your own vows, we suggest you write the words on a card and read from this. But if you get a bit nervous and you want the Registrar’s help then just ask.
Examples of vows i. I promise that I will respect you as an individual, support you through difficult times, rejoice with you through happy times, be loyal to you always and, above all, love you as my wife/husband and friend. ii. I promise to always be there for you, to hold and protect you in good times and bad, to bring you happiness and to offer you support and understanding always. I promise to be faithful to you and to love, cherish and respect you for the rest of our lives. iii. I promise to love you in good times and in bad, with all I have to give and all I feel in the only way I know how, completely and forever. Examples of additional ring vows i. I give you this ring as a token of my love and affection and as a reminder of the promise we have made to each other. Wear this ring with happiness and pride, now and always. ii. I give you this ring as a sign of our marriage. Day by day, I promise to love you and to honour you, to treasure you and to respect you, to walk with you side by side in joy and sorrow. iii. I give you this ring as a sign of my love and commitment to you. I promise to always be there for you, to hold and protect you, in good times and bad.

Well-chosen readings and music can really help to make your ceremony unique. Readings are also a wonderful way of involving friends or relatives on the day. Finding the right words to express how you feel about each other and what marriage means to you can make for some very special moments. Music choices also help to make a wedding special. From traditional musical pieces written for weddings to modern pop, and everything in between, music has a powerful impact on everyone’s emotions. Religious music is only allowed at religious weddings (in a church for example). If you’re unsure what might be suitable, let us know your music choices and we can confirm whether it is appropriate. Don’t forget to check with your venue to make sure you bring the music in the right format (USB, iPod, CD, MP3). A library might not be the first port of call for couples planning a wedding, but there’s more on offer than you may realise; with access to all the books, magazines, craft groups and online resources you need to plan your day. Some questions about your ceremony
You can call the Ceremonies Liaison Team in the lead up to your big day; we are available five days a week to help with the planning of your ceremony. When organising your day, you can submit as much detail and information on your planning form as you want. You can have your ceremony anywhere, any day, any time – subject to our availability. Please contact us to discuss your ideas and our ceremony packages. If you want to keep your ceremony short, sweet and simple the Registrars will conduct the ceremony as you wish. Once you have decided on your venue, contact us to book the Registrars for your big day. Your ceremony can be booked two years in advance and the earlier you contact us the more likely it is that you will get the date and time you want. You will need to pay a non-refundable booking fee to confirm your booking, with the remaining balance due three months before the ceremony.
Can my pet be a part of our ceremony? Yes, at an Approved Venue if the venue has agreed this. Unfortunately, we cannot allow pets (except assistance animals) at our Register Offices. Can I have candles at my ceremony? We are happy for you to personalise your ceremony so please let us know what you’re thinking about including. We just need to ensure that it’s safe and the Marriage Register is protected. We don’t want to disappoint you on the day. Can I have any religious content during our ceremony? We will do all we can to accommodate any requests – please contact us with your ideas and ask about our special packages. Can I hold a religious blessing just before my ceremony takes place? There are some rules and guidance that venues approved for Marriage and Civil Partnership need to follow. We are more than happy to advise you about this and it is important that you talk to the Ceremony Liaison Team about this before your big day.

What happens on the day?
Before the ceremony The Registrar needs to meet the couple around 30 minutes before the ceremony can begin. This is known as the pre-ceremony meeting. This is to make sure that all the details for the Marriage Register are correct and it is a statutory requirement on the day. The Registrar will have a copy of your planning form with the words you will be saying. You do not need to bring any documentation with you on the day of the ceremony, the Registrars will have everything they need. They will talk you through the ceremony, check you are happy with all the plans and make note of any last-minute changes. We can hold this meeting with the couple together or separately, it’s your choice. We understand that some couples don’t want to see each other until they’re walking down the aisle. So, we recommend that one of you arrives 30 minutes before the ceremony, and the other 15 minutes before. Ask your guests to get there at least 20 minutes before the start. Remember to make allowances for traffic delays. Check where parking is for you and your guests and let them know. Factor in time for any pre-wedding photographs and try not to keep your partner waiting - this reduces the stress levels for everyone!
Some of your questions answered
How do we sign the Register? The Registrar will ask you to sign the Marriage Register using your normal signature. They run through this with you at your pre-ceremony meeting on the day. Can we write our own vows? Many couples like to add additional vows/promises. You can write your own or choose from some examples on our website. If you have chosen additional vows, we suggest you write the words on a card and read from this. The cards can be handed to the Registrar when you meet before the start of the ceremony and they will hand them to you at the appropriate time in the ceremony. Who can I have as witnesses? You need two witnesses to sign the Marriage Register. They can be family, friends, your children or anyone of your choice. They must be able to hear and understand English. Children should preferably be over 14 years of age. You may be able to include extra witnesses, just check with the Registrar on the day. The Registrars cannot be your witnesses.

The ceremony It is normal to feel nervous during the ceremony, but rest assured our experienced ceremony Registrars will be on-hand to help you every step of the way. There is no need to worry about forgetting your lines, saying the wrong thing or doing things in the wrong order. All you need to do is relax and enjoy your day. Once guests and witnesses find their seats the ceremony will begin. The Registrar will ask everyone to stand to welcome you as you make your entrance. The Registrar will then open the ceremony with some warm words of encouragement and make the legal statements. After this, you will both, in turn, repeat the solemn legal declarations and contracting words. If you have readings and additional vows these will take place during your ceremony, making it personal, unique and special for you both. Our experienced team will guide you every step of the way. Once the main part of the ceremony has finished, you and your witnesses sign the Marriage Register. The Registrars will also sign the Marriage Register and present you with your Marriage Certificate. There will be plenty of opportunities for photographs throughout. The ceremony will last approximately 30 minutes, including the signing of the Register and allowing time for photographs. Can people take photographs and/or record the wedding? Your guests are more than welcome to take photographs before and after the ceremony. If you prefer to leave it up to the professional photographer, then let the Registrar know at the pre-ceremony meeting and they can announce this at the start. They can also mention social media and ask guests to respect your wishes on this subject. Video recordings are allowed, and the use of live streaming during the ceremony – just let the Registrar know on the day. Using a drone to video the ceremony is permitted, however the Registrar may need to cover the Marriage Register page for data protection reasons. Let us know on the planning form or on the day if you are intending to have a drone. May our guests throw confetti? If your ceremony is not in a Register Office, please check the venue policy on confetti. If your ceremony is at one of our offices, we simply ask your guests to shower you with confetti once you are outside the building.

Other ceremonies Renewal of Vows ceremony
Welcoming ceremonies Welcoming ceremonies provide a unique way to celebrate key life events. These events can include: •The birth of a new baby •Adoption of a baby or child •A new relationship to celebrate two families coming together The celebration is personal to you and your new family. It also gives close family and friends the chance to pledge their support and love. These ceremonies can take place anywhere because they’re not bound by any legal requirements. The ceremony can also be added to a Marriage/ Civil Partnership ceremony, so you can enjoy a double celebration; you will receive a commemorative certificate to mark the occasion. Contact the Ceremony Liaison Team with any questions you may have.
Couples who are Married or in a Civil Partnership choose to renew their vows for many different reasons. Some people use the ceremony to mark a special anniversary, or to invite family members and friends who were unable to be at the wedding. Sometimes it’s simply to reaffirm your love for each other. These ceremonies can take place anywhere because they’re not bound by any legal requirements, so the possibilities are endless! During the ceremony you can renew your original vows or perhaps share some new promises to each other. You can exchange rings or other tokens of your love and invite guests to take part with readings. Even though the Renewal of Vows ceremony has no legal standing, we will present the couple with a commemorative certificate to mark the occasion.

Personally commissioned by Queen Victoria and opened in 1863, the Royal Victoria Chapel provides a blend of elegance, beauty and tradition in a country park setting. Celebrate your special day here and you’ll enjoy the rare opportunity to get married in a royal chapel surrounded by extensive, beautifully-maintained parkland. The Chapel will be exclusively yours, along with access to the 150ft high viewing tower, gallery and garden. Sweeping views over the Solent and the surrounding countryside make for fantastic photos and a memorable experience for your guests.

Register Office ceremony rooms We offer a range of different sized ceremony rooms in locations across Hampshire, to suit all tastes and budgets. Some of our buildings have designated parking for the wedding car with public parking nearby. Many of the ceremony rooms are also easy to get to by public transport. All ceremony rooms have iPod/MP3/CD facilities.

Alton Register Office 4 Queens Road, Alton, GU34 1HU The Old School Room 41 guests (excluding Registrars and couple) This room is set within the quaint, flint-faced building that was previously used for school rooms. It was also once a church hall serving the ‘Jane Austen’ market town of Alton. A unique setting, the room decor is in keeping with the period of the building. It features rich drapes and fine art, creating an intimate atmosphere. There is a good-sized waiting area for guests, level access and a small yet charming courtyard for photographs.

Basingstoke Register Office ‘Goldings’, London Road, Basingstoke, RG21 4AN The Wellesley Suite 50 guests (excluding Registrars and couple) Carnarvon Room 20 guests (excluding Registrars and couple) Goldings is a magnificent historic Georgian building dating back to the 16th Century. It is centrally located and sits adjacent to the War Memorial Park. The park has a lovely Georgian bandstand and an aviary, which offers a pretty photographic backdrop. Public parking is available close by. Goldings has stunning period features, including fireplaces, large sash windows and spacious waiting areas for guests. Each room has undergone extensive renovation sympathetic to the building and offers a vibrant atmosphere for any ceremony.

The Constable Room is decorated in a classic style and is a typical townhouse design. It has a fully accessible private and spacious courtyard garden, which is a superb location for photographs.

Conveniently located in the Plaza, The Newlease Room provides a contemporary setting with a feeling of space and vibrancy in a high- quality public building. Petersfield Register Office, Petersfield Library 27 The Square, Petersfield, GU32 3HH The Heath Room 16 guests (excluding Registrars and couple) This is a modern space set within the same building as the library, on the second floor. The Register Office has wonderful views over the Petersfield rooftops - making it a perfect location for a local ceremony with family and friends. An historic market town at the heart of the South Downs National Park, Petersfield is a great setting for your special day. Also the town square outside the building provides a lovely photo opportunity. Alternatively, Heath Lake is only a few minutes’ walk from the office and offers a picturesque backdrop for your photographs.

It has a small but pretty garden attached, which is a perfect backdrop for photographs. The town of Romsey offers many opportunities for photographs and is an excellent location for reception venues.

The Forest Room offers a modern ceremony room, furnished and decorated in a simple style. This leads to a small courtyard with ornate iron gates, accessed directly from the ceremony room, and is ideal for photographs.

The Castle Room 64 guests (excluding Registrars and couple) The Castle Room is a stunning choice for a ceremony. It is set in the heart of Winchester over-looking the Great Hall. This grand room features an impressive stained glass ‘River of Life’ art installation. Entry to the room is via a private lobby, where the bride can spend any time necessary before her entrance. Following your ceremony, you will exit onto Castle Hill through an old large oak door directly onto the cobbled avenue. This is a lovely place for photographs. Please note that this room is on the second floor of a listed building with no lift access. There are three stone flights of stairs to navigate, which may pose a barrier for anyone with limited mobility. There is a room downstairs for storing prams and buggies. Unfortunately, there is no access for anyone with limited mobility and those who need a wheelchair.
This is an elegant and tranquil room in the heart of Winchester. It is close to the historic Great Hall and the traditional decor in The Basing Room is in keeping with the grandeur of its impressive neighbour. It also boasts period features and a stunning chandelier. After your ceremony, you will exit onto Castle Hill through the old oak door directly onto the cobbled avenue. This is an ideal place for photo opportunities. Please be aware that this is an old building and the steps leading to it might be difficult to manage for people with limited mobility.
The Avalon Room 10 guests (excluding Registrars and couple)
This is an intimate, contemporary room featuring an ornate mirror and Rennie Mackintosh style seating. This room is ideal for a small gathering of close family and friends. You will exit through the ornate stone doorway of the Register Office directly onto the cobbled avenue leading to the Great Hall, which offers some lovely photo opportunities.
