After questioning staff and administration about safety issues, council agreed to the proposed amendment, which comes up for final voting and approval during the regular council session later this month.
Coun. Pierre Leroux had to step out of the council chamber when item number 8(g) concerning the bylaw amendment came up for discussion during the April 2 committee of the whole session of Russell Township council. He wanted to avoid any possible conflict of interest since he is a partner in a new business affected by the bylaw change. There is a new recreational game operation in Embrun now on Notre-Dame Street. Called “airsoft” in most parts of the world, the game is similar in concept to paintball because air-powered guns are used. But instead of a paint-filled ball of thin plastic that splatters the target when it hits and breaks, airsoft guns fire “bullets” made of soft plastic or sponge rubber. The guns themselves are designed for low-velocity shooting. A numbered company, 1384436 Ontario Inc., plans to set up an indoor airsoft facility next to 951 Notre-Dame Street in Embrun. Participants will play inside an inflated structure erected on the east side of the building. The company has its building permit in place and is ready to accept gameplayers as soon as the township agrees to modify the municipal firearms bylaw to allow the new business to operate. Currently, the bylaw forbids shooting any firearm within municipal boundaries. Police and animal control officers have an exemption to this rule when doing their
