LEGISLATION ON PESTS The circular of 9 August 1978 (Articles 125.1 and 130.5) requires protection against pests, including rodents. This obligation applies to both individuals and Local Authorities, who must not allow rodents to multiply. Article 17 of the ministerial decree of 9 May 1995 lays down the rules for establishments supplying food to consumers. They are obliged to draw up a plan for the eradication of pests in the event of the detection of a pest, by putting precise specifications in place Failure to comply with this provision renders the person(s) concerned liable to penalties in the order of a third class fine. Pest control is mandatory for all owners according to Decree 2003-462 of 21 May 2003. We can identify 3 rules: - Everyone must avoid the accumulation of waste so as not to attract rodents. - Regular checks must be carried out to check that pests have not taken up residence on the premises. - In the event of a confirmed infestation, the main actors must take the necessary measures to eradicate the pests and disinfect the premises. > See. p28-29-44 à 46
The Vigipirate alert system is a French security measure intended to prevent threats or to react to terrorist actions that was created in 1978 and that is regularly updated. The objective is twofold: protect people, infrastructures and institutions and prepare responses in case of attack. The Vigipirate measure includes 3 levels: - CONSTANT VIGILANCE in the face of a persistently high but widespread threat - INCREASED SECURITY RISK OF ATTACK - Enhanced protection in the face of a high level of threat - ATTACK EMERGENCY - Enhanced protection in the face of a documented and imminent threat of terrorist attack or in the immediate aftermath of an attack Rossignol helps Local Authorities with the implementation of the first level of the Vigipirate measure (Vigilance). Our specially designed products enable the introduction or strengthening of suitable precautionary and protective measures. w Techniques for the accessibility of roads and public spaces : BOLLARDS AND BARRIERS: allow the separation of traffic lanes, protection of pedestrian areas and the control of access by vehicles. The minimum width and diameter of the obstacle decreases as its height increases in accordance with the chart. The principle is that a small height of the post is compensated for by a large diameter and, conversely, that a small diameter is compensated by a high height of the street furniture. > Bag holders, bins with laser cut-outs, transparent bins, bins which can be blocked off. DOG HYGIENE In France dog waste is permitted only in kerbside gutters with the exception of those parts within pedestrial crossings. All dog owners or guardians are obliged to immediately pick up dog waste by any appropriate means. This obligation is part of the new Criminal Code (Article R.632-1): "A second class fine is imposed for depositing, abandoning or throwing in a public or private place, with the exception of the places designated for this purpose by the competent administrative authority, rubbish, waste, materials or any other object of any kind whatsoever, if such deposit is not made by the person having the enjoyment of the place or with this person’s authorisation ... ". In the event of failure to respect this provision, the offence can lead to a second class fine the amount of which varies according to the Local Authority or region. > See p56-57 w Decrees of 05/04/05, all our wood products comply with the French ministerial directive on the promotion of sustainable forest management. The treatment system is known as autoclave, arsenic-free, in accordance with new European environmental directives. The treatment impregnates the wood to the core, making it rot-proof: resistant to rotting, insects and fungi. It gives the wood a slightly greenish colour that fades with time. > see p58-59

It is important to make the bollard visible - minimum dimensions for optimal detection: the dimensions allow the visually impaired to easily detect them using their cane. > See p37

Depending on the height from which a pedestrian could fall, or whether on not the user is visually impaired, barriers should be installed along the path where such a risk exists. > See p42
