ELEMENT 5.2 - ESTABLISHING AN ELECTRICALLY SAFE WORK CONDITION
Learning objectives:
41) Describe authorisation and designated roles in HV operations (Knowledge, basic level)
42) Describe typical protocols for communication, isolation, earthing and interlock for safe HV work (Knowledge, basic level)
43) Describe methods for controlling access to HV restricted areas (Knowledge, basic level)
44) Recognise different types of tools and PPE for safe HV working (Knowledge, basic level)
The instructor shall:
Facilitate a group discussion on safety and control measures for establishing an electrically safe work condition in HV environments as compared to LV environments through:
a.
authorisation and designated roles
b.
communications
c.
isolations
d.
earthing
e.
interlocks
f.
tools and PPE
Lead a discussion on entry control to HV restricted areas and how access to HV areas should be both controlled and authorised. That the work party should be clear on:
a.
Who is responsible for controlling entry
b.
What conditions must be satisfied prior to access
c. Each person’s responsibilities once inside a HV location
Emphasise the core principles for approach to HV conductors and explain the different distinguishing conditions under which approach to HV conductors is permissible including that:
a. apparatus must be proven safe, not assumed safe, prior to access
b. live apparatus: must only be approached using insulated devices and equipment under strict controls; direct approach is prohibited
