A word or two from the Editor
Welcome to the latest edition of our quarterly news round-up.
We’ve got plenty to share including a round-up of all the activity at @UKREiiF, the UK’s Real Estate Investment and Infrastructure Forum held in Leeds. The Central South was well represented by both the public and private sector – and the feedback has been glowing from those who made the journey to represent the region. We were keen to hear from one of the Central South delegation and Simon Gill from @Arup kindly offered to share his thoughts. Check out the In My View column. As our activity as an organisation grows and we seek to be heard on a national stage, it has become more important than ever for Business South to ensure our messaging is clear and effective. By drawing on the Champion network, we have gathered together public affairs leads from some of the leading businesses and organisations in the Central South to help us. Steve Jolly from Marengo Communications is chairing the group and in this edition, he outlines what the group will be doing. Our aim when we set-up this quarterly review was to share more of your news. We already feature this on our website and wanted to make the most of this resource in the pages of the quarterly review.
Gentle reminder – if you have news to share with us, please contact natalie@businesssouth.org

IN MY VIEW
The region's strong connection to nature and commitment to sustainability further enhance its appeal. As a hub for attracting and retaining talent, the Central South benefits from excellent local, national, and international transport connections that facilitate business and collaboration. We explored growth opportunities presented by devolution and the challenges that combining authorities must address to ensure regional success. The positive reception and interest from attendees reaffirmed the importance of showcasing our region's capabilities and potential. WITH ITS RICH HISTORY, CULTURE, AND ECONOMIC POTENTIAL, THE CENTRAL SOUTH IS BEING POSITIONED AS A PRIME INVESTMENT DESTINATION DRIVEN BY GROUNDBREAKING INNOVATIONS.
A key takeaway from the event was recognising the Central South's potential and the need for its active participation in such forums. With its rich history, culture, and economic potential, the Central South is being positioned as a prime investment destination driven by ground- breaking innovations. However, it is often overshadowed by larger metropolitan areas like London and Manchester. Representation of the Central South at UKREiiF helped spotlight the region’s unique needs and opportunities, underpinned by a diverse economy with strengths in maritime, aerospace, medical innovation, and digital technology. Highlighting these strengths at national forums can attract investment, drive economic growth, and create sustainable development opportunities for our communities.
REFLECTING ON UKREIIF: THE IMPORTANCE OF
CENTRAL SOUTH REPRESENTATION
The UK Real Estate Investment & Infrastructure Forum 2025 (UKREiiF) highlighted the importance of regional representation, particularly for the Central South. As Arup’s South Coast Growth Leader, I found it heartening to see the industry leaders, policymakers, and investors shaping the UK's real estate and infrastructure landscape coming together to discuss the latest trends, challenges, and opportunities within the sector. The forum sessions facilitated meaningful exchanges of ideas and best practices. The collective knowledge and expertise at the event were crucial in driving innovative solutions and fostering industry collaboration.
UKREIIF SERVED AS A REMINDER OF THE POWER OF COLLABORATION
During the forum, I participated in a SCAPE/Business South panel, “Central South - A Region Primed for Investment.” Our discussion emphasised the Central South's significant role in global innovation, driven by thriving businesses, world-class universities, and robust global transport networks.

SCAPE Public Sector Stage
The Central South's participation in UKREiiF highlighted the importance of advocating for regional priorities at the national level. It is crucial to continue engaging with policymakers and industry leaders to ensure that our region's voice is heard. This includes advocating for infrastructure investments, policy support, and funding opportunities that align with our strategic goals. My experience at UKREiiF was both inspiring and affirming. It reinforced the significance of the Central South's representation at national forums and the need to actively promote our region's strengths and opportunities. By doing so, we can attract investment, drive innovation, and create a prosperous, sustainable future for the Central South. I look forward to continuing this important work and building on the connections and insights gained at UKREiiF.
UKREiiF also served as a reminder of the power of collaboration. The forum brought together stakeholders from various sectors, including government, private industry, and academia. This multidisciplinary approach is essential for addressing the complex challenges facing the real estate and infrastructure sectors. By working together, we can leverage our collective strengths and resources to create resilient and thriving communities. IT IS CRUCIAL TO CONTINUE ENGAGING WITH POLICYMAKERS AND INDUSTRY LEADERS TO ENSURE THAT OUR REGION’S VOICE IS HEARD

PUBLIC AFFAIRS
Early in our engagement with Business South, the team and I identified a crucial need: to unite those involved in Public Affairs and communications within the organisation. In doing so, we could strengthen the collective message delivered to key decision-makers. MARITIME & TRANSPORT, REGENERATION, PEOPLE, AND ENERGY, UTILITIES & SUSTAINABILITY. WE ARE BUILDING ON THE GREAT WORK ALREADY UNDERWAY BY BUSINESS SOUTH’S EXISTING ACTION GROUPS, WHICH COVER VITAL AREAS SUCH AS
Steve Jolly is a Director of Marengo Communications and has 20 years of experience working in communications in politics and the private sector.
BUILDING ON ESTABLISHED SUCCESS:
We are building on the great work already underway by Business South’s existing action groups, which cover vital areas such as Maritime & Transport, Regeneration, People, and Energy, Utilities & Sustainability. These groups are doing excellent work, driving progress, and addressing specific sector needs. Our Public Affairs Group will focus on leveraging all this valuable collaborative effort, translating it into actionable insights for government. Our key objective is to consolidate these diverse initiatives into a clear, powerful message, ensuring the collective voice of business is heard where it counts most.
SHAPING OUR FUTURE: A NEW FRONTIER
I offered to chair the group, and it is now a reality.
At Marengo Communications, we are at the forefront of strategic communications. My own involvement in politics began exceptionally early – my mother was campaigning for better maternity services when she was pregnant with me, and it just went on from there. For the past two decades, I have honed my skills in political communications, working both for politicians and, more recently, advocating for clients, ensuring their messages reach decision-makers across all levels of government.
OUR KEY OBJECTIVE IS TO CONSOLIDATE THESE DIVERSE INITIATIVES INTO A CLEAR, POWERFUL MESSAGE

Our membership is expanding, and includes representatives from the Universities of Portsmouth and Southampton, alongside THE TEAM: DRAWING ON THE REGIONAL LEADERS IN PUBLIC AFFAIRS discussions will span a wide range of topics – from infrastructure and skills to environmental regulations and growth strategies – encompassing the diverse challenges and opportunities in our regional economy. Our aim is to ensure the business community's insights and concerns are clearly understood by local councils, regional bodies, and central government. Our The Public Affairs Group will guide our efforts by identifying and addressing policies that directly impact the success of our Champions.
LOOKING AHEAD: A VISION FOR THE FUTURE
A major project for the coming year and working through the Action Groups, is devising an advocacy document that will summarise our leading challenges as well as recommendations on how they could be addressed so the Central South can flourish. We aim to finalise this within the next five months, collaborating closely with the action groups. Our motto is "less is more" – we will present Mayoral candidates with concise, clear requests they can act upon. Additionally, we will continue to actively engage with the Central South All-Party Parliamentary Group (APPG).

BUSINESS LUNCH
GAVIN HALL, CHAIR OF THE REGENERATE SOUTH ACTION GROUP AND HEAD OF OFFICE AT SAVILLS’ CENTRAL SOUTH OFFICE IN SOUTHAMPTON SITS DOWN WITH KATE PEARCE, HEAD OF STRATEGY AT BUSINESS SOUTH
I digress …
It’s Friday lunchtime when Gavin and I meet. The sun is shining and the Pig in the Wall Hotel in Southampton has attracted quite a crowd outside. They are making the most of the sunbeams and tucking into the lunchtime menu. Time has certainly moved on in the past twenty years and the city has become quite cosmopolitan. We opt to sit inside, it’s cool and comfortable, with a pleasant buzz of activity happening around us. At the Council Gavin had a leading hand in creating the Old Town Development Strategy and now chairs the Regenerate South Action Group; Gavin remarks on how rewarding it is to witness people using historic venues once again and the regeneration of the Old Town that he had spearheaded two decades earlier.
It took us a little while to agree a date that we could both make, so when Gavin and I finally sat down for lunch, it made the experience all the better.
Taking time out from the office to catch-up over a delicious dish or two has become something of a rarity these days.
Being of an age when business lunches were the norm, I must admit I still have a hankering for the old days. Journalists like myself, of a certain vintage, would regularly enjoy a catch-up with their contacts. And it turns out, it is quite likely that Gavin and I have lunched in the same venue in that past era. As I write this, I’m transported back to Piccolo Mondo opposite the Civic Offices in Southampton. Being the political reporter, it was my usual haunt and I became expert at juggling fork and pen (making notes while eating pizza) – all the while, listening intently to Alan Whitehead (the then leader of the council) sharing his vision for the redevelopment of the former Pirelli site and what is now WestQuay Shopping Centre. Would you believe it - Gavin started his career sitting three floors above working for the Council and often had a team lunch in Piccolo’s and remembers it well; ideas forming as they ate.
BUSINESS LUNCH BUSINESSSOUTH.ORG
The joys of seeing seedlings turn into stuff you can eat never ceases to amaze and gives you a full understanding of what professional growers are up against on a day-by-day basis tackling the elements, aphids and those pesky pigeons …
The lemon posset with rhubarb compote and piggie shaped shortbread biscuit was the perfect way to end our working lunch – sweet but tangy. On his way home, Gavin passed by the recently landscaped Albion Place park which was one of the projects earmarked for creation in the Old Town Development Strategy. Twenty years later it is a reality; perhaps those lunches in the Italian charmed Piccolo Mondo had more to answer for than we thought. The era of business lunches may have changed but have not vanished from having their role …
The Pig in the Wall is now a favourite Southampton meeting place and the menu is always tempting with a fair smattering of pork-based delights. Being a vegetarian, I opted for the quiche while Gavin was tempted by the freshly made sausage roll. We tucked into a selection of delicious salads and chatted about current projects for the Regenerate South Action Group. As the plates were cleared and we agreed we really should have a pudding, a shared interest in growing fruit and veg emerged. It turns out Gavin and his husband have an allotment and my partner and I have also been battling to tame our plot for the past 20 years. We all now understand that having an allotment is even harder than regeneration projects.
Thanks so much for joining me Gavin – and good luck with your allotment .
