FY 2019 Budget Justification The accompanying budget provides a detailed overview of the proposed fund expenditures for FY 2019. It offers information on expenditures in three categories: salaries and benefits, discretionary funding for goods and services, and non- discretionary funding for goods and services. Moreover, the budget information is itemized by operating units within the library to offer a clear picture of the unique requirements of each operating unit. Projected revenues from both 149 and 148 funds are also provided. Finally, it includes a differential between the FY 2018 and FY 2019 budgets by operating unit, and the amount of additional funding being requested by the library to deliver more efficacious library operations. Underlying assumptions for this budget presupposes that the FY 2019 budget revenues will be equal to the FY 2018 budget, i.e., a flat budget. Expressed requests for additional funding reflect dollars needed above the anticipated FY 2019 revenues. It also assumes that the library will not be required to absorb a 2% budget reduction similar to what was imposed in FY 2018. The student library fee is incorporated into anticipated 148 funds for FY 2019, unlike FY 2018 when it was not known until well after that budget was set that the library would have a fee from which it would be able to draw operating funds. However, the strategic initiative funding recently provided under 148 funds is not incorporated into the anticipated revenues for FY 2019. Table 1 provides a detailed description of the activities of the library during FY 2017, the last year for which we have complete data. During FY 2017, the University Libraries, in keeping with our mission statement, were open for almost 9,000 hours, with 53% of those hours provided by the James E. Brooks Library. The University Libraries provided over 849,000 patron visits with 369,000 being physical visits to the Brooks Library. We provided over 850,000 resources to our patrons, with almost 550,000 being database and articles viewed resources. Finally, the University Libraries faculty and staff provide more than 43,000 research, instructional and engagement contacts. Preliminary data suggests that we are on target to meet or exceed FY 2017’s numbers. Our entrepreneurial adventure, Jimmy B’s Coffee Shop completed almost 37,000 transactions in FY 2017 allowing the James E. Brooks library to invest in the purchase of 87 additional books and 17 additional journal subscriptions. With the expansion of Jimmy B’s this past summer, we anticipate that we will have revenues to continue to invest in library operations.
