The Role This key role is responsible for leading on the strategic direction and operational management of the engineering infrastructure and building services across a range of highly specialised and business critical activities crucial to the success of the University. Ensuring these are safe, compliant, and well maintained in support of the University’s Strategic Plan and Strategic Asset Management Plan (SAMP). You will deliver a customer centric, performance driven service that offers demonstrable best value, through an in-house team consisting of circa 140 staff; incorporating engineers, energy managers, water compliance specialists, customer service staff, grounds maintenance and trade staff, as well as a large contractor base. You will be accountable for the creation of an operating model that fully supports the Academic Faculties with their teaching and research requirements and enables the University’s innovation activities. The post-holder will need to provide key stakeholders across the University with the assurance and confidence required for the service delivery of these important areas.

• Ensure that all operational engineering and maintenance related health and safety requirements are clearly communicated and legal obligation diligently met. • Develop and maintain a Safe System of Work for high risk activities. Ensuring the appointment, management and availability of suitable Authorised, Responsible and Competent Persons across the scope of Engineering and Building Maintenance activities to meet all operational needs and incident / emergency response requirements. • Ensure that the University has a comprehensive and up to date Asbestos Management plan informed by accurate survey data which is maintained and regularly audited. • Responsible for the oversight of a variety of complex and diverse strategic infrastructure engineering and planned built asset lifecycle replacement projects. • Accountability for the procurement and management of engineering and building maintenance external consultants, services and supply chain providers in accordance with the University’s financial regulations. • Accountable for the management of the annual maintenance revenue budget and Lifecycle replacement programme in line with expenditure plans and approved budgets. Responsible for the provision of effective expenditure monitoring and reporting. • Carry out other duties, commensurate with the grade and remit of the post.

• To implement and maintain a level of infrastructure resilience and incident planning to ensure critical service and business continuity is adequately supported. • Develop and manage the building, infrastructure and sub-surface asset condition survey programme to inform the asset register and lifecycle management process. • Lead the maintenance strategy, ensuring intervention for an asset is based on risk, condition, performance and OEM advice or industry best practice. • To set challenging performance standards and manage/develop suitable ‘dashboard’ and other reporting mechanisms to meet service critical success factors and associated objectives. Ensure the highest possible standards of performance are in place and monitored across the Engineering and Maintenance function addressing any performance issues in a timely manner. • Develop, implement and monitor Service Level Standards and/or Agreements, as appropriate, for the delivery of engineering and building maintenance services to relevant faculties, departments and schools that are aligned to their business needs. • To develop and issue operational and strategic performance and estate benchmarking reports as required. • Accountability for engineering and built environment assets meeting and being maintained to statutory, mandatory obligations and best practice guidelines ensuring reportable levels of performance are issued to the Health, Safety and Compliance Manager. • Ensure the safe and compliant management of all engineering and building maintenance services across the university’s estate.

Main Duties and Responsibilities

• To lead the University’s engineering and

building maintenance function, in accordance with the University strategies and SAMP. This includes: o Delivery of planned preventative and reactive maintenance services that ensure business continuity. o Oversee an effective lifecycle replacement programme.
