Replacement of CR 16 Horseblock Road Bridge Suffolk County Department of Public Works

LiRo-Hill provided engineering services for the replacement of the 70-year old, four-span, steel framed bridge carrying Horseblock Road over both the Long Island Railroad and Long Island Avenue in Medford. Design services have included the development and evaluation of alternatives; survey; and design report (Phases I-IV). Required rerouting of traffic during the proposed staged demolition of the bridge was evaluated and coordinated with both the relevant agencies and the local community. Pending state funding appoval, design of the new bridge (Phases V-VI), and associated approach highway reconstruction, will proceed. All work will be performed in accordance with AASHTO and NYSDOT guidelines.

STRUCTURAL ENGINEERING

Palmer Road Bridge Westchester County Department of Public Works

LiRo-Hill is providing inspection and design services for the rehabilitation of the 100-year old Palmer Road Bridge over the Bronx River in Bronxville. The 50-ft-wide, single-span concrete arch bridge is listed on the National Register of Historic Places. After conducting an in-depth inspection of the structural components, and analyzing concrete core samples, LiRo- Hill documented conditions utilizing the NYSDOT Bridge Inventory and Inspection System for Hazardous Condition Assessment. Based on inspection and testing results, as well as a review of record drawings, a series of repair recommendations, including scour, erosion control, and MPT schemes, were developed. The approved schemes are currently in design.

Boardwalk Reconstruction City of Long Beach

In October 2012, Superstorm Sandy severely damaged this iconic 2.2-mile long boardwalk. LiRo-Hill immediately responded by performing a detailed damage assessment, developing alternative repair strategies, and preparing design documents. All wood support framing and decking, railings, lighting, and access ramps were replaced. Several resiliency features, including a continuous wave-break wall, will protect the boardwalk against future storm damage. The fast-track process enabled the construction schedule to dovetail with the release of individual design packages. LiRo-Hill was also Construction Manager for the project. A second project phase included the design and construction of new restroom and concession buildings. These prefabricated concrete structures are supported on piles at the elevation of the new boardwalk, and have been designed to evoke the classic Spanish Colonial style prevalent in Long Beach.

High Line Biennial Inspection New York City Department of Parks and Recreation

Located on Manhattan’s West Side, the elevated High Line is a unique, urban recreational venue created on a former 1930s spur for the New York Central Railroad. LiRo- Hill provided engineering inspection services to meet the requirements of the New York State Department of Transportation mandated biennial inspection, which includes inspection and structural inventory following the NYSDOT Inspection Manual and NYSDOT Bridge Inventory Manual guidelines, as well as applicable State and City codes. The scope included hands-on condition analysis and load rating calculations of all primary structural components; identification of hazardous conditions and provision of design recommendations and cost estimates for correction; and development of rehabilitation schemes to meet present day codes and standards.

Power Generation Clients Long Island and New York City

Since 2001, LiRo-Hill has provided engineering and construction inspection services to Keyspan, National Grid, and TransCanada on an as-needed basis and as an extension of staff at power generating stations on Long Island and in New York City. Assignments included:

NYS 347 Reconstruction – Route 111 to Mt. Pleasant Road New York State Department of Transportation

LiRo-Hill is providing engineering services for a Design- Build contract to widen, repair, and rehabilitate a 1.2- mile long section of this four-lane commercial arterial highway in Smithtown, NY. The road will be completely reconstructed and widened with additional travel lanes, and will incorporate aesthetic traffic calming and complete streets features including raised center medians, bus stop improvements, sound walls, and solar LED lighting. A Greenway Stop with information kiosk, interpretive signs, shade structures, and seating will be installed. Extensive coordination with NYSDOT and with local businesses and residents has been essential to communicate project details and to mitigate construction schedule impacts.

Prospect Avenue Reconstruction Town of North Hempstead Department of Public Works

A key component of the New Cassel Revitalization Plan, this federally funded project improved a one-mile section of a busy commercial road. LiRo-Hill provided design and construction administration services. The scope included traffic calming improvements; dedicated bicycle lanes; raised medians; ADA-compliant crosswalks and curb ramps; decorative streetscape elements; and a pocket park. The improvements create a more favorable environment for residents and business owners by encouraging pedestrian and bicycle traffic. The design located all new construction within the Town right-of-way, avoiding the need to prepare acquisition or easement maps. Extensive coordination with utility companies to minimize conflicts, as well as the development of MPT plans, contributed to project success.

NYS Route 112 Reconstruction – Granny Rd. to NYS Rt. 25 New York State Department of Transportation

LiRo-Hill provided preliminary and final design (Design Phases I–VI) for this project to improve safety and capacity needsandaddresspavementdeficiencieswhileminimizing right-of-way acquisitions. Turn lanes and landscaped raised medians were located within the existing right-of- way. Pavement and sidewalk rehabilitation, drainage improvements, traffic signals, and bike lanes were included. Detailed work zone traffic control plans were developed in order to safely and efficiently perform the construction within the narrow project confines. Coordination with two highway work permits, and reconnection of numerous private properties added complexity to the project.

Essex Court Area Drainage Investigation Town of North Hempstead Department of Public Works

LiRo-Hill performed survey, design, and construction inspection services for approximately 0.8 miles of this residential area of Port Washington. The area was repeatedly flooded due to a high water table and underground streams. A complete drainage study of existing conditions, generation of a drainage master plan, design of drainage improvements by mitigating inadequate and sub-standard conditions, and a hydrological evaluation of the proposed system were conducted. French drains were connected into a positive drainage system to prevent flooding and wet conditions. The project also included the reconstruction of pavement, concrete curbs, driveway aprons, and sidewalks, and pavement markings. Due to the limited options available for entering and exiting the court neighborhood, precise MPT considerations were maintained throughout construction.

Various Engineering Assignments Westchester County Airport

LiRo-Hill has provided a variety of civil engineering services at this busy regional airport. Work has included access road and parking field design, drainage analysis, utility relocations, pavement markings, MPT, lighting analysis, and development of phased construction plans to minimize disruptions of vehicular traffic. During the redesign of the Perimeter Road, located adjacent to a watershed, LiRo- Hill prepared a Notice of Intent and Stormwater Pollution Prevention Plan, for erosion and sediment control during construction as necessary to obtain NYSDEC approval. For a separate utility relocation task, LiRo-Hill developed a fully functional GIS database incorporating both current survey information and historical data.

Borella Farm Fields Town of Oyster Bay Department of Public Works

LiRo-Hill provided design and construction inspection services for the creation of this 10-acre park in Bethpage. The multi-use sport facility contains baseball, little league, and softball fields, with associated dugouts, scorer’s booths, bleachers, scoreboards and fencing. A soccer/ multi-use field with bleachers, as well as a prefabricated concrete restroom building, parking, and site amenities complete the plan. Extensive grading and tiered retaining walls extending up to a 21 ft height were required to address the steeply sloped site. The residential location necessitated careful dust and noise control, and ongoing community interface to communicate project details and address resident concerns. The project was completed on a fast-track design build schedule.

LANDSCAPE ARCHITECTURE

Field of Dreams Sports Facility Town of Oyster Bay Department of Public Works

This well used Town recreational facility provides fields for soccer, football, and lacrosse events. LiRo-Hill completed design and construction inspection services for the project. Above ground utilities and poor site drainage presented major design challenges. The new fields were constructed with a modified soil structure which allowed for increased vertical drainage of rain water. Utilities were relocated underground to permit unimpeded construction. The final plan included on-site parking, extensive landscaping, prefabricated buildings, basketball courts, playgrounds, and walkways. During a subsequent project phase, LiRo-Hill designed a turf system consisting of a 50/ 50 mix of sand and rubber crumb infill in place of the initially installed natural grass.

Shell Creek Bulkhead Rehabilitation Town of Hempstead Department of Parks & Recreation

The existing 1,750 ft long steel bulkhead protecting the shoreline of Shell Creek Park showed signs of deterioration after 40 years of service. LiRo-Hill performed a survey to determine the extent of the damage. Test pits exposed the existing tie rods and deadmen for inspection. Although areas of the steel pile had lost section, it was determined that the bulkhead could be refaced and that a complete replacement would not be required. A restoration design, incorporating cathodic protection to extend the service life of the steel sheeting, was developed. The project included replacement of the asphalt walkway bordering the bulkhead, a continuous safety railing, and a new gazebo looking out toward Reynolds Channel. Coordination with NYSDEC was required for project approval and permitting.

Theodore Roosevelt Memorial Park Improvements Town of Oyster Bay Department of Public Works

LiRo-Hill prepared a master plan, developed design documents, and provided construction inspection services for the restoration of this early 20th century park. Due to consistent flooding and incompatible prior renovations, the design aesthetic of the park had been severely compromised. The project addressed drainage issues and reconnected the park to the adjacent commercial district. A new elevated synthetic turf soccer field spans over storm- water leaching chambers, and a bioswale now improves onsite water retention. The deteriorated seawall was stabilized by installing a reinforced fiberglass cantilevered bulkhead and resetting the original stone facing. New walkways, period lighting, and selective tree removal and planting have restored the intent of the historic Memorial Area landscape plan.

Neighborhood Parks Upgrades Town of Hempstead

LiRo-Hill provided design services, under several contracts, for improvements to 10 neighborhood parks located throughout the Town. A portfolio of standard park elements were developed to tie the sites into a unified park system. The design program emphasized universal and sustainable design and ease of maintenance of the facilities. The scope for each park was unique, including a combination of the following items: grading and drainage improvements; pavement and walkway replacement; installation of playground equipment, sports courts, picnic tables, seating, and passive areas; lighting improvements; fencing; spray pools; and irrigation systems. Designs included adherence to ADA guidelines, and the utilization of a non-invasive plant species program.

Grand Avenue Traffic Study Nassau County Department of Public Works

The Nassau County Infill Redevelopment Feasibility Study recognized the area surrounding the LIRR Baldwin Station, including the Grand Avenue corridor, as suitable for redevelopment through strategic mobility improvements. The mix of land uses, existing commercial street wall and proximity to the station provide the fabric for a vibrant downtown and central business district. LiRo-Hill prepared a traffic and complete streets study for the area. The primary study goal was to identify traffic calming measures and improvements that will provide a safer pedestrian environment, improve circulation and serve as a catalyst for economic development, leading to the revitalization of downtown Baldwin.

Traffic Safety Improvements for Three East River Bridges New York City Department of Transportation

LiRo-Hill improvement recommendations for roadways, approaches, and ramps at the Manhattan, Williamsburg, and Ed Koch Queensboro Bridges. Extensive data was collected to quantify existing conditions, traffic volumes, vehicle classifications, accident history, operating traffic speeds, traffic control devices, clearances, and profiles. developed traffi c safety Data obtained were critically reviewed and analyzed to determine appropriate safety measures including speed limits, warning sign requirements, and advisory speeds along critical sections. Schematic plans were developed to show the proposed improvement measures. All analyses were conducted in accordance with the National Manual on Uniform Traffic Control Devices (MUTCD) and the New York Supplement, as well as applicable NYCDOT, NYSDOT and AASHTO guidelines.

Modeling Services for Times Square New York City Department of Transportation

Reconstruction of 7th Avenue and Broadway from 41st to 48th Streets in Manhattan required lane closures in the streets surrounding Times Square, one of the busiest areas in New York City. In order to study the system-wide traffic impacts and evaluate mitigation measures during construction, LiRo-Hill modified and calibrated a subarea simulation network, based on the existing Manhattan Traffic Model (MTM) in AIMSUN platform, to develop feasible mitigation measures, MPT, and detour plans. MTM is an extensive microscopic simulation model utilized by NYCDOT for various traffic analyses related to ongoing infrastructure projects. The AIMSUN model exhibits heavy vehicular and pedestrian flows and their interaction and congestion causing conflicts.

County Route 80 Traffic Engineering Services Suffolk County Department of Public Works

LiRo-Hill completed preliminary and final design (Phases I-IV) for improvements to a 1.7-mile section of this heavily travelled Suffolk County arterial. Several alternatives, including maintaining the existing roadway configuration, widening the roadway, and installing roundabouts and raised medians, were studied. Future traffic projections were made by extrapolating data from the NYSDOT LITP 2000 Trans Plan Model. Traffic analysis was completed utilizing HCS and SYNCHRO software programs; VISSIM and RODEL were utilized to study the roundabouts and to generate animated traffic simulations of existing and future conditions. The final design included pavement rehabilitation; positive storm drainage systems; intersection improvements; traffic signal replacements; and concrete curbs and sidewalks.

Traffic Engineering Services at NY & NJ Airports Port Authority of NY & NJ

LiRo-Hill has provided traffic engineering services at LaGuardia, John F. Kennedy, Newark, and Stewart Airports on an as-needed basis since 1999.
