Virtual Currency Kiosk Businesses - FAILED (AARP Supported)

Senate Bill 662, by Senator Burton (companion House Bill 977, by Representatives Steele & Daley, never had a hearing). The legislation would have amended existing sections and created new sections of Chapter 560, Florida Statutes. While some virtual currency kiosks meet the definition of being a “money transmitter” and are therefore already regulated under Florida law, the legislation would have addressed a currently unregulated portion of the industry (e.g., virtual currency exchange kiosks engaging in peer-to-peer transactions). It would have mandated that virtual currency kiosks provide fraud-related warnings to customers and the use of blockchain analytics to minimize the role of virtual currency kiosks in facilitating criminal activities.
