Office of Public Counsel Senate Bill 196 The Office of Public Counsel is established by the Florida Legislature to provide legal representation on behalf of Florida's utility consumers before the Florida Public Service Commission, the Florida state courts and federal courts. The legislation would have established a four year term limit for the Public Counsel beginning January 15, 2021. Price Transparency in Contracts House Bill 935 and Companion Senate Bill 1560 The legislation would have prohibited a health insurer from limiting a health care provider’s ability to disclose whether a patient’s cost-sharing obligation under his or her health insurance exceeded the cash price for a covered service. An insurer would not have been allowed to prevent a provider from communicating the availability of more affordable services to an insured patient. Medical Billing House Bill 999 and Companion Senate Bill 1514 Current law requires that hospitals, upon patient request, provide patients with personalized pretreatment estimates on the costs of care. The legislation would have made the estimation mandatory prior to patients electing treatment provided by hospitals, ambulatory surgical centers, and urgent care centers. Facilities would have had to establish internal grievance procedures for disputed facility charges. It also would have prevented facilities from initiating collection actions against patients until all applicable insurance coverages were exhausted.

Property Tax Exemptions Senate Bill 202 and Companion House Bill 51 The legislation would have increased the existing property tax exemption from $500 to $5,000 for Florida residents who are widows, widowers, blind, or totally and permanently disabled.
