House Votes on HB 821 & SB 1162

Renewable Energy Cost Recovery - FAILED (AARP Opposed) Senate Bill 1162, by Senator DiCeglie (companion House Bill 821, by Representative Yeager). The legislation would have amended section 366.91, Florida Statutes. Currently, the fuel required by utility companies to provide electric service in Florida is purchased from competitive providers in an open market. Typically, this fuel is natural gas and is a pass-through cost to consumers, meaning the utility company is not allowed to earn a profit off the purchase. This legislation would have allowed utility companies to purchase a higher cost fuel source without any limitation with pricing above the current market value of natural gas. It would have provided a new form of profit for utility companies by allowing the Florida Public Service Commission to approve a return on investment for Renewable Natural Gas (RNG) and hydrogen fuel and for the costs of specified capital investments and infrastructure projects. AARP was OPPOSED to this legislation as it would have significantly increased monthly electric bills for residential ratepayers across the state. AARP advocacy volunteers and staff testified in opposition in the Senate Community Affairs and Rules Committee and distributed educational materials with all senators and representatives during the legislative session. During the legislative session, the following votes were taken: House Energy, Communications, and Cybersecurity Subcommittee (3/21); Senate Regulated Industries (3/21); Senate Community Affairs (3/29); Senate Rules (4/19); Senate Floor (4/26).
