Senate Bill 128, by Senator Rodriguez (companion House Bill 113, by Representative Andrade). The legislation would have created section 559.721, Florida Statutes. AARP initially supported this legislation as originally filed. It would have created a state law prohibiting consumer collection agencies from contacting the victims of certain crimes, including victims of elder and economic abuse, when the debt at issue was caused by the criminal conduct or abuse. The bill was subsequently amended to remove all references to elder and economic abuse, placing the bill outside of AARP’s policies. During the legislative session, the following votes were taken: Senate Banking and Insurance (3/29); Senate Appropriations Committee on Agriculture, Environment, and General Government (4/18).
