Introduction

Vision

Floridians 50+ saw some big wins and a few disappointments in the 2020 legislative session. During the 60-day session, lawmakers filed 1,699 bills and passed 191 bills. This Voting Record sets forth summaries of legislative bills most important to Floridians ages 50+ and how legislators voted on them. When the first legislative committee of reference placed on its public hearing agenda a bill significant to AARP’s members and Florida residents 50 years of age and older, AARP notified legislators by email (see p. 87 for an example) that AARP would report the votes on that bill, or any successor bill, through the entire legislative process. AARP provided updates on each bill to its volunteers and stakeholders through the AARP blog and AARP Twitter accounts.

Section I provides a complete list of all Florida legislators and their parties, legislative districts, and county legislative delegations. Section II provides a summary of all the bills AARP Florida selected for the final voting record report. The summaries are set forth by subject matter areas: budget, health and supportive services, consumer protections and livable communities. The summaries identify the pages where readers may review the voting records for each bill. Section III provides appendices that include sample communications to legislators and bills selected for vote recording by date of notice. Except for action by the Governor on these bills, this document is based on information as of April 6, 2020.

Florida Moves Closer to Rx Importation Becoming a Reality In 2019, Florida Gov. Ron DeSantis signed legislation authorizing the state to import prescription drugs from Canada and other countries, potentially lowering the cost of lifesaving medicines that millions of people take every day. In August, the Agency for Health Care Administration (AHCA) submitted an implementation concept paper to the U.S. Department of Health and Human Services (HHS) for approval. In December, the Food and Drug Administration (FDA) initiated the rulemaking process by issuing a new rule and guidance to carry out state importation. In March 2020, the Florida Legislature agreed to allocate $10,000,000 recuring annually for the administration of the importation program. Now we must wait on federal authorities to take action.
