Head of Residential Operations - UoL

The Role

Full operational responsibility for the University of London’s residential accommodation throughout the London area. To lead and motivate the Management team and designated contractors to ensure maximum customer satisfaction/student welfare, a proactive programme of cleaning and maintenance and effective budget/cost management. To advise as a client on new student development opportunities and Projects . To oversee the associated contracts from the Partnership and University of London Services

Managerial Responsibility: • Responsibility for delivering a high performing residential service across all student residences in the university’s portfolio • Responsibility for the Residential Accommodation teams adherence to Standard Operating Procedures • Responsibility for managing weekly duty/ on call rotas and emergency contact procedures • Responsibility for ensuring an active plan of staff training, development and succession planning is in place. • To be part of the Departmental Senior Team and participate in weekly meetings to support the development and delivery of the Departmental strategy and budget. • To lead the Residential Accommodation Management committee and chair regular meetings as required. • To participate regularly and as required in Departmental finance meetings. • Managerial responsibility for Business Continuity Planning and Risk Assessments • Responsibility for UUK code of practice compliance • Oversee with Head of Head of Housing Services and Director of Residential Services accommodation review of all Licence agreements/ tenancy agreements/ contracts. • Responsibility for oversight of the operational matters contained within the contract with UPP on Garden Halls and Eleanor Rosa House.

Budgetary and Financial Responsibility: • Supporting the developing, in conjunction with the Senior Finance Business Partner and Director of Residential Services, the annual Residential Accommodation Budget and Capex/Maintenance budgets/plans. • Full responsibility for managing the operational and maintenance budgets to maximise cost efficiency and support achievement of budgeted surpluses. • Regular review of the individual halls P&L’s • Monthly reporting to the Senior Finance Business Partner and Director of Residential Services to ensure cost and efficiency budgets are achieved and to demonstrate intervention as required to address shortfalls or overspends. • To ensure all procurement is managed within the guidelines of the University’s procurement procedures and to uphold the financial regulations at all times. Health, Safety and Environment • Lead the Management and Contractor teams in rigorous understanding and compliance with all Health and Safety legislation. To co-ordinate regular inspections of all buildings and arrange training as required. • To ensure all managers and staff adhere to fire safety procedures and to ensure regular inspections and training is carried out • To manage contractors to ensure all safety and security procedures are adhered to and that adequate security is provided at all times.

Customer Service/Student Welfare • To work with the Student Health and Wellbeing Manager & Residential Life Manager to ensure effective provision of Residential Life and Wellbeing requirements. • Liaison with other Student Support Services including Federation Members Welfare officers as required. New developments • To advise in client role on new residential development opportunities clarifying need for accommodation, suitability of various locations and financial parameters • Any other duties reasonably required of the post holder by the Head of Department. • To actively follow and promote the University of London policies, including the University’s Dignity at Work and Equal Opportunities Policy and actively promote these wherever possible. • To maintain an awareness and observation of fire and health and safety regulations • Any other duties consistent with both the grade and scope of the post • Any other duties reasonably required of the postholder by the reporting manager.

• To provide first point of contact for security contractors in emergency/risk situations and co-ordinate crisis procedures. • To co-ordinate review of all duty reports and ensure necessary recommendations are actioned. • To lead all teams and contractors in achievement of the University’s carbon reduction targets and other environmental issues including waste and energy management etc. • To lead a programme of communication and engagement with the students, academic visitors, staff and vacation visitors to ensure support for the achievement of all environmental targets. contact to Finance and Estates for all FM and Catering services within the Halls of Residence. • Operational liaison with contractors to ensure all maintenance and housekeeping requirements are completed in line with budget and time plans. • To liaise with Projects department to review and prioritise refurbishment and development projects. • To assist the projects team in effective management of all refurbishment/ development projects as required • To identify on an ongoing basis equipment which needs replacing within the planned budgets • To provide operational specifications for all Premises Management • To act as the main customer point of new developments as and when required. • To participate regularly in facilities team meetings as required

Reports to: Director of Residential Services

Responsible for: 3x Hall Managers

Additional demands of the role: As part of the Hall Duty Management team, be prepared to stay overnight on occasions when required or to work early or late shifts as required by operational requirements.
