Thank you for taking the time to view MADD Illinois/Iowa/ Wisconsin ’ s 2023 Impact Report. Our region has undergone immense growth and redevelopment this year. We have rebuilt old relationships and programs, strengthened current ones, and have established vibrant, new ones. Our staff and volunteers are dedicated in achieving MADD ’ s mission: In 2023 we secured new Program grants that have allowed us to hire MADD ’ s first Iowa staff person* ever and MADD ’ s first Wisconsin staff person in a decade. We are eager to expand MADD ’ s breadth in these states in 2024. We have also secured a grant to hire an Illinois Program Specialist*. end drunk driving help fight drugged driving support the victims of these violent crimes prevent underage drinking

Victim Services
It ’ s been an impactful year for victim services in Illinois, Iowa and Wisconsin. There are two staff advocates who serve the region. We are just a phone call, text or email away ready to talk to victims who may need just a little extra support. We unveiled Feel Good Fridays on our social media platforms, which are short videos from our staff to remind us to take a break, look for things that make you smile and make self - care a priority. We ’ ve had a great response to our videos. Our first Candlelight Vigil was held in Milwaukee in October, and we are planning Vigils in 2024 in Illinois and Iowa. This is another chance to bring families together to receive comfort from each other and honor their loved ones. We continue to host a peer support group monthly via the web and encourage you to drop in and visit with us. Groups are informal and we consider it a safe environment to share feelings that might not be understood by others. The heart of MADD is victim services, and we are grateful you allow us to be a part of your journey.

Court Monitoring —Illinois
Cook County courthouses: Daley Center, Bridgeview, and Maywood
The Illinois Court Monitoring Program was born in 2008 and has since been funded, in part, through a grant managed by the Illinois Department of Transportation. In the past 15 years, Court Monitoring Specialists have monitored approximately 60,000 misdemeanor and felony DUI cases throughout the state. In addition to spending time in court rooms, specialists build relationships with law enforcement and prosecutors. They participate in community events including National Night Out activities. Specialists also take calls from the public pertaining to either the prosecution or adjudication of cases. Some of these calls have led to active investigations. Specialists also partner with MADD Victim Service Specialists to share case information that assists advocates in providing services. In 2023, the program was fully staffed with six Court Monitoring Project Specialists and a Manager. For the 2024 grant cycle, we have received funding for a second full - time Court Monitoring staff member.

Legislation
Between virtual and in person meetings, emails and testifying at public hearings, MADD has spent the last year working to support several legislative initiatives, including: Federal HALT Act—The HALT Act directs the federal government to require that all new cars come equipped with smart technology that passively, seamlessly and unobtrusively detects and stops impaired driving. This is a game changer in the battle to prevent roadway deaths and injuries. Wisconsin AB87 Bentley ’ s Law—Erin Payton and Frank Harris from MADD and Bentley ’ s Law founder Cecilia Williams spoke at a public hearing in favor of AB87, which would require offenders to provide child support to children whose parents are killed in an impaired driving crash.
SB486 Cannabis—MADD requested that if this bill gets put into law, legislators establish strong provisions that will help prevent cannabis - impaired and multi- ple substance - impaired driving and underage consumption. AB153/SB153– MADD supports this bill, which would require Wisconsin to become the 46th state to join the Driver License Compact, thus increasing the communication between states of impaired driving offender records. Illinois HB4147 Bentley ’ s Law—This legislation would require offenders to provide child support to children whose parents are kills in an impaired driving crash.
SB1405 Lindsey ’ s Law—This legislation would allow for concurrent sentences in impaired driving crashes of at least four years, but not more than 20 years.

In 2023, MADD reached out to law enforcement agencies throughout Iowa and Wisconsin in search of officers who are dedicated to keeping impaired drivers off the roads. Honorees received a MADD Hero certificate and pin. MADD is honored to support our law enforcement heroes and thank them for protecting our communities.

Law Enforcement Recognition Event Illinois
Every year, MADD Illinois honors the impaired driving prevention and enforcement community for its dedication to MADD ’ s mission. Nominations are accepted in the spring, and the LER Committee works together to select winners based on a set of standards. MADD Illinois held its annual Law Enforcement Recognition event on Saturday, September 9, 2023 in Springfield, IL. This event would not be possible without a grant from Illinois Department of Transportation and the following sponsors: Abbott, Levi, Ray and Shoup, Midwest Impaired Driving Conference, and Plaques Plus.

2023 Saturation Saturday Recap MADD Illinois Saturday, August 26, 2023
In conjunction with the national ‘ Drive Sober or Get Pulled Over ’ campaign, law enforcement agencies throughout of the state of Illinois stepped up their DUI traffic safety enforcement on Saturation Saturday ’ – August 26, 2023. 15 Illinois law enforcement agencies participated, whether it was conducting a sobriety checkpoint, saturation patrol or simply adding on one or two officers to the shift that evening to focus on DUI enforcement.

National Night Out - August 2023
National Night Out is an annual community - building campaign held the first week of August that promotes police - community partnerships and neighborhood camaraderie. In 2023, MADD staff participated in 10 National Night Out events in Wisconsin and Illinois. Staff built awareness for MADD ’ s mission and the importance for driving sober.

Milwaukee Candlelight Vigil
MADD held its first Wisconsin Candlelight Vigil on Tuesday, October 24, 2023. It took place at Milwaukee ’ s City Hall Plaza and honored victims of impaired driving crashes. Attendees heard from Senator Chris Larson, Sheila Lockwood, and Cathy Koessl how someone ’ s choice to drink and drive took loved ones ’ lives and how these 100% preventable crashes have had long - lasting impacts. Sisai Hernandez, MADD ’ s Victim Service Specialist, read a selection of names of impaired driving crash victims followed by a moment of silence. MADD is grateful to ADM Cares for funding this event.
First Responders Night July 31, 2023
ATV & Boating Safety Campaign
MADD Illinois/Iowa/Wisconsin partnered with MADD Minnesota/South Dakota and agencies from the five states to create an inaugural ATV & Boating Safety Campaign. The campaign launched in May 2023 and included press releases, social media posts and media interviews. MADD also created 5,000 rack cards (shown below) that were distributed to registered boaters, at marinas, at ATV trail heads and at community events.

Digital Billboard Campaign
MADD worked with AdTime Marketing to secure a digital billboard campaign in DuPage County, IL that ran for 12 weeks from June to August. We are grateful to the families of Sharree Walls and Austin Lockwood who allowed MADD to use photos on the billboards that appeared in several locations in DuPage County. MADD was able to run this campaign because of its participation in the DuPage Anti - Crime Contribution Committee, which provides funds for non - profits who work in anti - crime prevention.
