Kingston University Service Company Ltd (KUSCO) was formed in 1997 and is a wholly owned subsidiary of Kingston University. It provides a range of facilities management services to the University. KUSCO supports a diverse range of buildings and occupations across a multi-site estate ranging from a leafy campus at Kingston Hill, knights park, Roehampton Vale and the main Kingston upon Thames Penrhyn Road campus which is home to the newly completed Townhouse Project. As well as prestigious museum and conferencing facilities at Dorich House overlooking Richmond Park. KUSCO is unusual in that it is a hybrid organisation. As a limited company sitting under a higher education umbrella it seeks to take advantage of the commercial freedoms available to it by operating as a private sector organisation, whilst aligning its objectives wholly to support its only client Kingston University. aims to provide first class FM services at a commercially competitive price.

At Kingston University we take great pride in the difference we make to the lives of our 16,499 students and the wider community we serve. It won the 2021 Royal Institute of British Architects (RIBA) Stirling Prize, the highest accolade in UK architecture, confirming it as Britain’s best new building. Town House was also recipient of a prestigious RIBA London Region Award, a 2021 Civic Trust Award, runner up in the Guardian University Awards 2020 and a finalist in the NLA London Awards and Constructing Excellence SECBE Awards. The project to deliver Town

The role will report directly to the KUSCO Interim Managing Director and have the following direct line reports;

Purpose: The role drives the strategy of the KUSCO asset management regime and delivers effective maintenance programmes and a long term maintenance plan as part of the University’s development. Main areas of focus within the role are: • Provide sound technical knowledge to the three Campus Service Managers when they or their Technical Supervisors need guidance around maintaining assets in the most efficient and effective manner. The team have some basic knowledge but need the help around the complex mechanical, electrical and plumbing systems used in the heating and cooling functions within buildings. • Manage the CAFM team and asset management system (Planon) to ensure all plant is maintained in accordance with the agreed KUSCO maintenance strategy. The system will also deliver timely, relevant and fully detailed management information to support strategic decisions and investments going forward. The role will involve managing two highly effective members of staff (an Asset Manager and a Data Entry Clerk) with extensive knowledge of the current systems and assets within the University property portfolio.
• Manage the delivery through in-house resource and, where appropriate, external consultants of a number of Minor Works projects arising from the Long Term Maintenance Programme (LTMP), Dilapidations Reports, Statutory Compliance, Building Condition reports, remedial works and specific projects agreed with the KU Estates Department to be the responsibility of KUSCO to deliver. The role will involve managing the Project Management staff; consisting of building construction background and technical engineering background. • Ensuring compliance with all statutory, regulatory and institutional requirements including any and all remedial works arising from surveys, inspections and reports. Also responsible for Health and Safety within KUSCO and ensuring the business is fully supported around best practise Health and Safety. The role will involve managing two Compliance Manager and one Health and Safety Manager. The role will also include chairing KUSCO Health and Safety meetings. • Acting as Duty Holders when required in Statutory areas such as water management and electrical management. • Acting as technical support to Kingston University on development of projects within the University. Attending briefings and carrying out validations when required. Principal accountabilities: 1. To ensure the effective planning and programming of planned maintenance regimes across KU on all engineering based assets utilising the CAFM system Planon. Liaise with Campus Service Managers and their technical teams around issues arising from planned activities and develop long term solutions for areas of operational risks. 2. Lead on the Maintenance Strategy around an appropriate balance of in-house staff and third party specialist contractors. The solution must be based around risk mitigation been a cost effective solution. 3. Identify best practise solutions around planned maintenance strategies and regimes to ensure KU assets are maintained in the most cost effective manner with particular focus on business critical installations. 4. Review reactive works generated through Planon and develop and manage an effective maintenance strategy to support the achievement of performance measures as stated in the relevant KU/KUSCO Key Performance Indicators. Support and advise the Campus Service Managers and their technical teams on best practise and technical issues arising from areas of potential risk within the reactive works programme identified. 5. Manage the CAFM/Help Desk team for all calls and queries. Develop Management Information reports arising from the data produced within Planon and identify and comment on trends and areas of risk to the operations. The reports are to be appropriate, pragmatic and highly relevant to the challenges within KU and KUSCO. 6. Engage with and support on a regular and ad hoc basis the Campus Service Managers and their technical teams on all matters technical allowing them to deliver services in the most effective and economic manner. All advice needs to be aligned with the overall KU Estate objectives. 7. Develop and deliver a programme of planned and ad hoc audits to fully understand current performance levels within both KUSCO and third party operators. Plan for future improvements and developments within both KUSCO and third party operators.
8. Manage and deliver the annual Long Term Maintenance Plan (LTMP) comprising a range of projects totalling £4.2m for 2021/22. . Input will include identifying the most appropriate design solution based on the KU Estates Strategy through to handover of the completed project to the relevant Campus Services Manager. 9. Ensure KUSCO, on behalf of KU, fully manage the relevant Statutory Compliance obligations and, at all times, have in place detailed, relevant and appropriate remedial works programmes. As part of process engage with third party to provide annual Compliance audit and monthly audits. 10. Manage KUSCO Health and Safety responsibilities and report to Senior Management Team on regular basis any and all issues arising and mitigating actions implemented to safeguard staff and visitors to KUSCO. Chair internal KUSCO Health and Safety meetings. 11. Ensure the Permit to work system is delivered in accordance with the University and legislation. 12. Lead on procurement for service contracts and be the contract manager for the high value contracts. 13. Manage all budgets within the responsibility of the role. 14. Lead the department for all HR responsibilities, appraisal, performance management, training and developing roles for succession planning. 15.Undertake project handovers from the Client and also provide technical support for the University when these are developed. 16.Provide board reports as required and also attend the required meetings. 17.To undertake any other duties as appropriate within their competence, as required by their line manager from time to time. Context This is a senior lead role providing high quality specialist professional and technical management advice and oversight to internal teams, external service providers and senior colleagues across KU Departments. As the Director of Technical Services the role will include working with the Managing Director to develop the long term strategy for the KUSCO business to ensure areas of high risk are managed and mitigated through effective programmes and processes. The role is designed to ensure the technical assets within KU are managed to deliver the most effective and cost efficient services to the KU Estate. A proactive approach around the four main areas of responsibility will create a critical service to KUSCO. With a spend of c.£5.5m through general maintenance and Long Term Maintenance Plan the role will drive the development of systems and procedures to ensure all required services are delivered efficiently in the most cost effective manner. The role will also include the management of traditional maintenance related contracts and some minor building works activities carried out by third party organisations. The post holder will participate in the strategic planning, costing, budgeting, communication and implementation of initiatives for new services. They will be a key member of the KUSCO Senior Management Team (SMT) and provide leadership to the team members, maintaining focus on the departmental and University wide strategic goals.
PERSON SPECIFICATION Director of Technical Services Qualifications Formal professional qualification and membership of relevant professional body. IOSH Certificate. Evidence of working in both the public and private sectors would be beneficial. NEBOSH General Certificate in Occupational Health & Safety. Training and Experience Demonstrate a detailed knowledge of managing the maintenance of large scale engineering installations in a “live” environment and experience of developing fit for purpose maintenance strategies. Demonstrate experience of working with CAFM systems to drive through efficiencies based on established asset management principles. Experience of delivering a number of projects on time, within budget and to the quality necessary to support the KU activities including robust commissioning protocols. Demonstrate experience in the management of design, tendering, selection and appointment of third party consultants and contractors to carry out Long Term Maintenance Project works. Demonstrate a detailed knowledge of requirements to fulfil statutory compliance requirements including all aspects of fire, water (including legionella) and electrical services in a large scale operation. Demonstrate evidence of working independently to high professional standards and tight deadlines, in a multi-site environment. Demonstrate the development and utilisation of innovative KPI’s to drive improved performance in service contracts. Demonstrate the ability to work effectively as a member of a team, to a high professional standard and tight deadlines. Demonstrate evidence of preparing, managing, writing specifications for service contracts, controlling and delivering multi million pound budgets. Confident and effective when communicating with people at all levels i.e. building effective relationships; facilitating discussions with individuals and groups; dealing sensitively, patiently and diplomatically with complex and emotionally charged situations.
