The building will oer residents easy access to public transport, shopping centres, educational institutions, and key cultural attractions. International design practice Hassell is leading the design, providing inspired design in the urban context. Creating a new built form typology that balances aesthetics with practical functionality, Pier Street will meet current housing needs while also adding distinctive character to Perth’s architectural landscape. The project is a testament to our successful collaboration with multiple stakeholders. Housing Choices, in partnership with DevelopmentWA and Assemble, will oversee the development and operation of the site. Housing Australia has allocated $88.6 million from the National Housing Infrastructure Facility (NHIF) to fund construction, with the WA Government also contributing up to $40.6 million as part of their broader $2.6 billion investment in housing and homelessness. Upon completion of the Pier Street project, HCA and Assemble will purchase the property at a discounted to market rate, reflecting the inclusion of 50% social and aordable housing and our shared dedication to enhancing community infrastructure and supporting sustainable development.

The Macaulay Road development in Kensington represents a transformative step in the build-to-rent sector by creating diverse, mixed tenure communities with substantial social impact.

Sustainability is a core focus. We are committed to green living through the implementation of a renewable energy network and aim to achieve a 5-star Green Star rating and a 7.5 NatHERS design, supported by a Climate Active certification. The sustainability targets include diverting 90% of construction waste from landfills (with an ambitious goal of 95% by 2025) and aligning with Net Zero emissions. The development is the first of five build-to-rent projects initiated under a partnership between Assemble and Housing Choices, collectively providing approximately 1,600 dwellings including more than 300 social homes. The use of private equity, such as superannuation funds, to finance these developments showcases a model for advancing social and aordable housing without relying on direct government funding.

Through its thoughtful design, robust sustainability measures, and strategic partnerships, this project will set a new standard for Victorian build-to-rent developments. Scheduled to be completed in late 2025, the project will oer 362 apartments, including 73 social housing, 73 aordable housing, and 10 Specialist Disability Accommodation (SDA) units. Designed by Hayball and Kerstin Thompson Architects, the project features five buildings that include breezeway typology, basement car parks, activated retail frontage, a range of community spaces and landscaping to enhance the living environment. Dwelling types will be scattered throughout, with apartments oered as tenure blind with identical specifications and a salt and pepper placement approach.

Introducing DevelopmentWA’s inaugural build-to-rent initiative, the innovative high-rise development will significantly reshape the Western Australia housing landscape. As construction progresses, Pier Street is expected to set a new benchmark for future developments, oering an established model for similar initiatives. The ambitious 29 storey development is set to introduce a dynamic blend of social, aordable, disability and market housing, with 30% of the 219 apartments designated as social housing, and an additional 20% allocated for aordable housing. Housing Choices’ Pier Street project is set to become a transformative landmark in Perth’s inner core.
