reflected in the service of the 29 th Grand Polemarch Howard L. Tutman Jr., a Fall 1966 initiate of the Morgan State Col- lege (Later University) Chapter, the Al- pha Iota (E) of Kappa Alpha Psi Frater- nity, Inc. Past Grand Polemarch Tutman has served in offices at every level of the Fraternity, including two appointments as Eastern Province Polemarch, Grand Chapter Meeting Planner, Senior Grand Vice Polemarch, Baltimore Alumni Chapter Polemarch, and a Member of the Grand Board of Directors.

Keeper of the Records and Exchequer and Richard Hobson served as Eastern Province Historian for 13 years. Ded- ric Rogers also served in that capacity. Ralph Williams and Donald Smith each served as Eastern Province Historian. Howard Tutman, Jr., Williams O. Den- nis, Nathan Fletcher, Howard Tutman, III and Kevin Clark served as members of the Eastern Province Board of Direc- tors. Numerous brothers have served as Chairman and members of Eastern Province committees. The Chapter’s excellence has been acknowledged and it has won numerous awards on the Grand Chapter and East- ern Province levels, including Paul W. Caine Chapter of the Year (1989, 1999, 2019); William Thomas Carter Chapter of the Year (1984, 1998, 2003, 2004, 2006, 2007, 2019). G. James Fleming and George Rus- sell, Sr. received the Fraternity’s high- est award, the Laurel Wreath. I.W.E. Taylor (Editor of the Scrollers Manual), Charles G. Tildon, Jr., Melvin Jackson, M.D., and George F. David, III each earned the Elder Watson Diggs Award. George F. David, III, and Elbert W. Strothers were bestowed the William L. Crump History Award. William Clemm received the coveted Bert V. Watkins National Guide Right Director of the Year.

In 1968, the Baltimore (MD) Alumni Chapter hosted the 55 th Grand Chapter Meeting. The Honorary Chairman was Brother Dr. Robert L. Jackson, Char- ter Member of the Baltimore (MD) Alumni Chapter. The Planning com- mittee consisted of Eastern Province Polemarch Charles G. Tildon; Conclave Co-Chairmen Brothers John M. Wood, the Polemarch of Baltimore (MD) Alumni Chapter and Edgar Sorrells, Polemarch of the Morgan State Col- lege Chapter, the Alpha Iota of Kappa Alpha Psi, and Steering Committee Co- Chairmen Brothers Joel Carrington and Donald Matthews. This was a significant milestone in the Chapter’s history and evolution and highlighted the influence of Baltimore (MD) Alumni Chapter Members in the City, namely Brother George Levi Russell, Baltimore’s first Black Solicitor and ultimately the 62 nd Laurel Wreath Wearer.

The Baltimore (MD) Alumni Chapter has committed itself to service to both the community and the Fraternity. The Chapter’s penchant for develop- ing National and Provincial leaders is

Brother Charles G. Tildon, Jr. also served on the Grand Board of Directors and as Eastern Province Polemarch. Donald Rigby served as the Chairman of the Grand Chapter Achievement Commission. George F. David, III was the Grand Chapter Senior Kappa Affairs Chairman, Eastern Province Historian, and Baltimore Alumni Chapter Historian Emeritus. Howard Tutman, III, the son of Howard Tutman, Jr., served as Eastern Province Polemarch. Dr. Elbert W. Strothers was the National Guide Right Chairman from 1945 to 1955. Marvin Davis had been the Junior Grand Vice Polemarch. Brother William O. Dennis served as Senior Vice Province Polemarch. Robert Umphrey was the Eastern Province

Every Field of Human Endeavor

Professionally the members of Balti- more Alumni have been integral to the mainstream of the community with significant influence in the City, County, and in the State. Several members have served in the Maryland State Legisla- ture. Clarence Mitchell III, Tony Ful- ton, Nathaniel McFadden, and Antonio Hayes served in either the Senate or the House of the State Legislature. Several City Government administrators have been members of the Chapter. Richard Dixon served as the first and only Afri- can American Treasurer of the State of Maryland after serving in the House of
