Recycling Success Depends On Education by Greg Kishbaugh T he Recycling Partnership is currently working with more than five communities in Florida to help en- hance the state’s recycling programs.
AF&PA, ISRI Endorse RECYCLE Act Heidi Brock, President and CEO of the American Forest & Paper Association (AF&PA) has issued a statement in sup- port of the RECYCLE Act, proposed leg- islation introduced with bipartisan spon- sors in both the United States Senate and House of Representatives. Improving Recycling Fellow trade association the Institute of Scrap Recycling Industries (ISRI) also has come out in favor of the proposed legisla- tion, touting it as a way to “improve resi- dential recycling programs.” “The RECYCLE Act will help educate millions of Americans on how to recycle paper and paper-based products, increas- ing the quantity and quality of paper in the recycling stream,” said Brock. “Providing grants to fund recycling ed- ucation programs is a necessary step to help ensure consumers can successfully contribute to paper recycling’s success story,” Brock concluded The text of the Senate bill (S-2941) states that the purpose of the proposed legislation is to“require the Administrator of the Environmental Protection Agency to establish a consumer recycling educa- tion and outreach grant program, and for other purposes.”
More than $1.5 million in grants have been awarded and more than 450,000 households have been reached.
These efforts include tool kits, data, resources, and advice to the community about their recycling pro- gram.The Partnership has transformed recycling in more than 1,800 U.S. com- munities over the past six years. In combination with the several Florida communi- ties,The Partnership has worked with the How2Recycle labeling program, whose mission is to educate the general public on how to recycle product
packaging. Several Florida communities have brought curbside cart- ed recycling to their residents through The Recycling Partnership’s Coastal and Waterway Community Recycling Grant, a pledge funded in part by the Coca-Cola Foundation, to help address the challenge of waste in waterways and help improve the collection of quality recy- clables for reuse. The city of Sarasota, Florida’s first city to receive this grant, increased recycling tonnage collected by 71 percent while seeing participation in the City’s recycling program increase by 75 percent. Additionally, The Recycling Partnership partnered with Orange County to launch its curbside recycling education program, Feet on the Street.This program provides residents customized and real-time

GFL Acquires Competitor Terrapure Environmental GFL Environmental Inc., Ontario, has entered into a defin- itive agreement to acquire the solid waste and environmen- tal solutions business of Terrapure Environmental Ltd. and its subsidiaries for an aggregate purchase price of $743.8 million.The acquisition will exclude Terrapure’s battery re- cycling business. Terrapure is an integrated provider of solid and liquid waste management and industrial services to more than 7,000 customers across Canada. Terrapure’s environmen- tal and organics solutions cover a diverse range of waste streams from generation through collection, processing, recovery, recycling, reuse and disposal. These services are managed through the company’s integrated network of as- sets, including its landfill and its liquid and solid waste col- lection and processing facilities.Terrapure’s operations are supported by a fleet of more than 500 collection vehicles and approximately 1,600 employees. Terrapure’s operations to be acquired in the acquisition generated revenue of approximately $292.7 million in 2020, inclusive of COVID-related volume impacts. Foam Recycling Coalition Opens 2021 Grant Period The Foam Recycling Coalition (FRC), Falls ChurchVirginia, has opened its grant submission process for 2021 to sup- port recycling of packaging made from foam polystyrene (PS). The FRC, which is part of the Foodservice Packaging Institute, said it provides grants to applicants looking to start or strengthen a postconsumer foam PS recycling program. “During the past six years, the Foam Recycling Coalition has awarded nearly $780,125 in grants to communities and recycling businesses in the United States and Canada,” said Natha Dempsey, President of the Foodservice Packaging Institute.“More than 6.3 million more people can now re- cycle foam polystyrene directly due to these partnerships and investments.” FRC said the initiative helps fund for the collection, pro- cessing and marketing of products made from foam PS. It targets postconsumer foam PS products, which includes foodservice packaging as well as other forms of packag- ing like egg cartons, meat trays and protective packaging for shipping items. Both public and private organizations involved in managing residential drop-off and curbside re- cycling programs of material recovery facilities (MRFs) are eligible to apply for funding.The FRC distributes up to $50,000 for each grant, and grant amounts are determined on a case-by-case basis, dependent upon equipment needs.

Study Highlights Sustainable Packaging Demand DS Smith, a packaging producer based in London, England, has released a new study that shows a surge in demand for fully recyclable and more sustainable packaging options for e-commerce.The company said consumers “are increasingly putting their purchasing power behind eco-friendly prod- ucts, meaning brands that fail to embrace sustainable pack- aging risk being left out at the checkout.” Online Shopping According to the study, 66 percent of Europeans claim to have shopped online more often since the initial COVID-19 lockdown in March 2020, and 82 percent of those same re- spondents plan to shop online at the same level or more this year. DS Smith said it has noticed demand“skyrocket” for sus- tainable e-commerce packaging over the past year, with Eu- ropean growth of 35 percent in apparel, 35 percent in home and office electronics and 51 percent in food and groceries. DS Smith said“brands must recognize changing consumer demands as they respond to this opportunity.”According to the company’s study,almost one-third of European shoppers said they have stopped buying particular brands altogether because their packaging was not sustainable.While nearly half of Europeans (roughly 46 percent) reported that they want to use more cardboard or paper-based packaging rath- er than plastic-based packaging, 58 percent reported that they want to use less packaging overall.

This asset purchase marks Meridian Waste’s seventeenth acquisition since the company transitioned to private stock under the ownership of Warren Equity Partners (WEP) in April 2018. Additionally, Meridian also acquired McConnell Waste Sys- tems, Inc., located in Fuquay-Varina, North Carolina. New York Legislators Request DEC Study Of Glass Recycling Two NewYork state legislators want the NYS Department of Environmental Conservation (DEC) to help find alterna- tive uses for recycled glass. Assemblyman Steve Englebright and Sen. James Sanders have introduced A.6033 and S.4094, directing the state DEC to study alternative municipal uses for recycled glass and to submit a report containing its findings along with legislative proposals as it deems necessary to implement its recommendations.

DTG Recycle Acquires Kleensweep Division

DTG Recycle has acquired Kleensweep Construction Services’ collection and recycling business division. DTG is a Mill Creek,Washington-based solid waste hauling and re- cycling company specializing in construction, demolition, industrial and manufacturing waste. The company, whose operations are concentrated in the greater Seattle/Tacoma region, has more than 300 employees, nearly 2,000 roll- off and recycling containers, and nine material recovery facilities. Kleensweep, Milton, Washington, has been providing collection and recycling services to the southeast Seattle metropolitan region for more than 24 years.According to a release, the company decided to sell its collection and recy- cling businesses to DTG to focus on its earthwork business. Virginia Gov. Ralph Northam signed SB 1164 into law.The legislation, which passed with bipartisan support, will en- able greater adoption of advanced recycling, which also is called chemical recycling, by classifying it as a manufactur- ing process and not solid waste management.The bill also defines “gasification,”“postuse polymer” and other terms re- lated to advanced recycling. The American Chemistry Council (ACC), Washington, which supported the legislation, defines advanced re- cycling as “several different processes to convert pos- tuse plastics into their original building blocks, specialty chemicals, feedstocks for new chemicals and plastics and other valuable products. This type of recycled content is achieved through a mass balance allocation process certi- fied by the International Sustainability & Carbon Certifica- tion PLUS (ISCC+).” Suez Sweden Rebrands To PreZero Suez in Sweden has rebranded to PreZero Recycling AB following PreZero’s acquisition of these assets in December 2020.PreZero RecyclingAB has 50 sites and 1,100 employees. As the environmental division of the Schwarz Group, which also includes the retailers Kaufland and Lidl, Germa- ny-based PreZero Stiftung & Co. KG seeks to conserve re- sources along the entire value chain. With the acquisition of Suez in Sweden, PreZero will employ a total of approx- imately 4,800 employees in Germany, Poland, the Nether- lands, Belgium, Sweden,Austria, Italy and the United States. In September of last year, PreZero announced its plans to acquire Paris, France-based Suez‘s Recycling and Recov- ery operations in the Netherlands, Luxembourg, Germany and Poland.The deal excluded Suez’s plastic recycling and hazardous waste treatment activities.At that time, the com- panies said they also have entered into a memorandum of understanding to explore possibilities to develop strategic partnerships and promote innovative waste management. To date, more than 70 communities across the U.S. have adopted The Recycling Partnership’s Feet on the Street cart-tagging program. Some communities have seen reductions as high as 57 percent of their baseline contamination rates through the implementation of this program. The first grant in Orange County brought Feet on the Street to 36,000 households in 2019 and thanks to addition- al funding from the Coca-Cola Foundation, another grant was provided to bring the program to an additional 30,000 households. The Partnership’s mission is to bring together the highly dependent parts of the recycling system, so its work in Flor- ida has extended beyond the community front, incorporat- ing industry packaging labeling. To further explore how to increase the quality and quan- tity of recycling materials put in the bin, The Partnership worked with How2Recycle in Orlando to distribute com- munity-facing How2Recycle messaging and test if it would help residents look for recyclability labeling on packaging. Many participants shared that they looked for the How2Re- cycle label on product packaging after receiving the infor- mation and acknowledged that the label helped them easily understand recycling information.These findings open the door for additional work in this space toward unifying on- pack and community recycling information. The How2Recycle project in Orlando not only increased awareness of on-pack recyclability labeling, there was an observed reduction in contamination at all multifamily properties that received the totes, info cards and FAQs with How2Recycle messaging. Republic Required To Divest Assets For Santek Acquisition The U.S. Department of Justice announced that Republic Services Inc., Phoenix, Arizona, will be required to divest waste collection and disposal assets in five states in or- der to proceed with its acquisition of Santek Waste Ser- vices LLC, Cleveland,Tennessee.The department said that without the divestiture, the proposed acquisition would substantially lessen competition for small container com- mercial waste collection and municipal solid waste dis- posal services in six local markets across the southeastern United States. The department’s Antitrust Division—along with the Al- abama Attorney General—filed a civil antitrust lawsuit in the U.S. District Court for the District of Columbia to block the proposed transaction.At the same time, the department filed a proposed settlement that, if approved by the court, would resolve the competitive harm alleged in the depart- ment’s complaint. Republic generated total revenues of approximately $10.2 billion in 2020. Santek generated total revenues of approximately $140 million in 2019, the last year for which information is publicly available.

Sims Ltd. has acquired certain commercial and operating assets of Alumisource Corp., an aluminum processor and provider of furnace-ready products that is based in the Pitts- burgh, Pennsylvania, area. Sims is paying an initial $22.5 mil- lion for the company with additional payments expected over the next three to five years using a predetermined ear- nout formula. Alumisource provides raw material inputs to the aluminum industry in the form of custom shredded and blended aluminum scrap. The company also supplies the steel industry with raw materials for artificial slag conditioners, deoxidation and desulphurization products. The net increase in Sims’ North American metal division’s nonferrous retail sales volumes is forecast to be approxi- mately 33,000 metric tons as a result of the purchase. Sims Metals’ nonferrous retail volumes were 140,000 metric tons in the 2020 fiscal year, according to Sims. Nordstrom, Beautycycle Expand Recycling Program In partnership with Beautycycle, Nordstrom has launched a beauty take back and recycling program in Canada, accept- ing all brands of beauty packaging. Each year, more than 120 billion units of plastic packag- ing are produced by the beauty industry, but less than nine percent gets recycled.That’s because many municipal recy- cling centers do not accept beauty materials and packaging, as they often contain a mix of materials that are not local- ly recyclable. Nordstrom and Beautycycle hope to change that and aim to take back 100 tons of hard-to-recycle beauty packaging by 2025 to ensure it gets recycled. Customers can now bring empty beauty products to any Nordstrom Canada store to be recycled. Beautycycle boxes will be available in the beauty department. Empty cosmetics, haircare or skincare packaging regard- less of brand or purchase location can be dropped off at Nordstrom’s locations. Carpet Industry To Pay $1.17M For Recycling Failures The California Department of Resources Recycling and Recovery (CalRecycle) announced that the Carpet Ameri- ca Recovery Effort (CARE) will pay the state of California $1,175,000 in penalties for its repeated failure from 2013 through 2016 to meet recycling and landfill diversion goals under California’s Carpet Product Stewardship Law.The set- tlement agreement follows a California Third District Court of Appeal ruling affirming administrative civil penalties against CARE, which is an organization that represents car- pet manufacturers. CalRecycle launched an initial enforcement action against CARE in March 2017, citing the group’s repeated failure to demonstrate continuous meaningful improvement in carpet recycling rates and other program goals.

Celadon Leases Space For Recycling Plant

Celadon Development Corp. LLC plans to lease 37 acres of land from Port Tampa Bay inTampa Bay, Florida, to construct a paper and cardboard recycling plant. Port Tampa Bay Board of Commissioners has announced that it has approved the lease agreement with Celadon De- velopment Corp. Celadon Development Corp. LLC is a partnership between Nicollet Industries and New Jersey-based Kamine Develop- ment Co., which are businesses that are focused on green infrastructure and sustainable development. The Celadon facility will receive and process mixed pa- per, old corrugated containers (OCC) and plastic scrap sourced from Florida to produce paper fiber sheets for ex- port to Asia. Global Secondary Copper Output Declines In 2020 The International Copper Study Group (ICSG), in its pre- liminary final data for 2020, has found that secondary cop- per production globally declined by 4.5 percent in 2020 compared with the year before.The ICSG cites “tight scrap supply” worldwide as one reason for the secondary output reduction in a year when overall refined copper output grew by 1.5 percent. The government of China also imposed a red metal scrap import quota system in the first 10 months of 2020, result- ing in a situation where companies there that usually melt copper or brass scrap instead purchased secondary ingots or even primary cathode. In terms of global copper inventory at the end of Feb- ruary 2021, ICSG said copper held at the warehouses of major metal exchanges totaled more than 285,000 metric tons, a 13 percent increase over the inventory level at the end of 2020. Machinex Expands Robot Sales With Partner BioMRF Machinex joined forces with an Italian partner to develop the local market for SamurAI sorting robots. BioMRF Tech- nologies, a provider of waste management solutions, now offers its Italian customers technology that can sort recycla- ble materials using artificial intelligence. SWANA Announces Solid Waste Competition Winners The Solid Waste Association of North America (SWANA) has announced the winners of the International SolidWaste Design Competition (SWDC). The University of Vermont was selected as the first-place winner as well as given the Best Presentation Award. Second place went to the Univer- sity of Texas Arlington and third place was given to Wayne State University. Lizzie Torres from the University of British Columbia received the Emerging Leader/Rising Star award.
